About the roleThe Budget Specialist II is a key member of the Fiscal Branch, based in Frankfort, Kentucky. This full-time, non-exempt position is responsible for analyzing, compiling, approving, and executing agency budget requests, while providing oversight and direction to staff involved in budget development. The role manages complex contracts—including those exceeding standard small purchase authority and personal services contracts—and ensures all procurement activity complies with state purchasing regulations (KRS 45A).
As a technical resource for both budget and procurement matters, the Budget Specialist II supports agency-wide fiscal operations, participates in meetings and trainings, and delivers training to staff as needed.
- Budget Development (40%): Develop and execute biennial and annual budget requests for 81 budget units, manage budget documentation (allotment shifts, appropriation increases), and establish funds, appropriations, and allotments.
- Budget Analysis & Reporting (20%): Conduct ongoing budget analysis, develop projections and special reports, complete federal, state, and agency‑mandated reports, respond to information requests, support policy reviews, and manage fiscal closeout activities.
- Procurement & Contracts: Prepare Requests for Proposals (RFPs) and contracts in compliance with state procurement law and policy, including personal services contracts, memorandums of agreement, non‑professional services agreements, sole source justifications, and not‑feasible‑to‑bid determinations, from initial specifications through final execution in the state's procurement system.
- RFP Evaluation & Training (20%): Score RFP cost proposals, provide technical guidance to management and staff, and develop and deliver training sessions as needed.
- Procurement Compliance & Payments: Review, audit, and approve procurement and purchasing documentation for compliance with applicable laws and policy, process invoices, audit for accuracy, and issue approved payments. Serve as a technical resource for management, fiscal managers, and field staff on procurement law and policy questions.
- Budgetary Oversight (15%): Provide budgetary oversight and approval authority over agency expenditures for fiscal managers, fiscal branch staff, and management. Attend required meetings and trainings.
- Perform other duties as assigned (5%).
- Bachelor’s degree in accounting, finance, public administration, or a related field.
- Experience in budget development, analysis, and reporting for government or large organizations.
- Knowledge of state procurement laws and regulations (e.g., KRS 45A).
- Proficiency in preparing and managing contracts, RFPs, and procurement documentation, including personal services contracts and complex agreements.
- Strong analytical, organizational, and communication skills.
- Ability to provide technical guidance and deliver training to staff.
- Experience with fiscal closeout activities and compliance auditing.
- Proficiency with financial management and reporting systems.
- Ability to work collaboratively with management, fiscal managers, and field staff, and to serve as a technical resource on budget and procurement matters.
