DescriptionThe Office of Management & Administration is hiring a Federal Program Specialist that:
- Independently provides direction and coordination in the administration of federal program grants.
- Reviews applications for expected state impact;
- Determines the compatibility of proposed activities with existing state policies and plans.
- May project and develop funding allocations for third parties.
- Oversees fund matching requirements and indirect costs.
Job duties include but are not limited to the following:
- Reviews applications/audits Department federal programs.
- Makes recommendations to Budget Manager on notable findings and corrective action plans and compatibility with state policies and plans.
- Provide technical assistance to Department staff to ensure compliance with federal programs.
- Monitors budgeted and actual expenses in federal awards.
- Create, review, analyze and monitor all financial reporting and budgets of subrecipients for appropriateness and allowability.
- Reviews all federal grant awards and DoD Cooperative Agreements.
- Establishes funding allocations, reimbursement rates and indirect costs.
- Establishes eMARS grant management components to ensure proper fiscal tracking.
- Loads funds into eMARS program lines and monitors all grant funding lines (BQ39LV
2). - Maintains Department's compliance for sams.gov, grants.gov and go.fema.gov.
- Prepares modifications and federal amendment requests to make changes to grant and cooperative agreements based on budget analysis and ensures funds are obligated in the required timeframe.
- Works with programmatic staff and partners to suggest possible options when money is not obligated timely.
- Ensures all fiscal components are completed and compliant for closeouts.
- Ensures weekly DoD 270 process is completed by divisions for all DoD cooperative agreements to ensure timely reimbursement.
- Monitors outstanding DoD Cooperative Agreement receivables and serves as liaison between DoD-USPFO and Department's Accounting branch.
- Maintains the Cooperative Agreement DAHA and executes and maintains the Cooperative Agreement CPP.
- Assist Budget Manager with development of the biennial budget.
- Assist Department's Accounting Branch with the annual schedule of expenditures for federal awards report and the annual comprehensive annual financial report.
- Works with Department's Accounting Branch, divisions and the KY National Guard to manage budget needs during emergency activations.
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR
SKILLS:
Four years of professional experience in budget administration, grant administration, financial analysis and/or forecasting, statistical analysis, financial auditing, or a related field. Two years of the required experience must include the preparation, research and planning, budgeting, or administration of state or federal grants-in-aids.
Substitute EDUCATION for
EXPERIENCE:
A master's degree will substitute for one year of required experience.
Substitute EXPERIENCE for
EDUCATION:
Additional grant-in-aid related experience will substitute for the required education on a year-for-year basis.

Working Conditions Work typically involves extensive contact with the public. Travel may be required.
