Description

The Facilities Division is hiring a Budget Specialist II that assists in the formulation and execution of the agency’s budget; develops budget requests for assigned functional area(s); submits budget requests to the agency’s centralized budget office for review and approval; participates in the development of the biennial budget.

Job duties include but are not limited to the following:

  • Assist agency budget office by managing Capital Construction accounts and project requests for establishing new projects, additional funding, setting up, and closing capital construction project accounts.
  • Provide agency budget office with comprehensive draft of 6 year capital plan.
  • Submit requests to increase and shift funding within allocated state and federal budgets for project phases to cover current and projected expenditures for projects.
  • Provide on-going oversight and budget preparation, implementation, analysis, monitoring and evaluation of programs.
  • Complete federal and state mandated reports as it relates to the Department's Capital Construction Program.
  • Develop budget requests for division.
  • Monitor, review, and record budgetary tracking for division.
  • Develop biennial and annual budgets for division.
  • Advise agency management on program and financial issues
  • Establish fund, appropriation, and allotment upon approval.
  • Process capital budget requests for additional funding.
  • Administer capital project accounts.
  • Track capital project expenditures.
  • Oversee match requirements for all capital projects.
  • Compile required federal and state mandated reports.
  • Provide budget summaries and details for allotment shifts and appropriation increases.
  • Process eMARS documents related to Capital Construction projects.
  • Maintain and track capital expenditures by project and total.
  • Establish and maintain project files throughout life of project.
  • Advise on program effectiveness and budgetary need or request.
  • Develop and publish reports on financial status of projects and budget summaries for management.
  • Review and maintain capital project program management and policy issues that affect programmatic functions.
  • Develop recommendations and reports.
  • Submit budget requests to the agency's centralized budget office.
  • Work with KY Army National Guard (KYARNG) Resource Management Team, Agency Centralized Budget Office, Finance Cabinet, and State Budget Office to ensure all project funding is correct.
  • Resolve any issues related to reimbursements, funding, project document, and transfers.
  • Prepare documents (Form 270) for the federal billing and payment process.
Minimum Requirements

EDUCATION:

Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR

SKILLS:

Three years of professional experience in budget administration, financial analysis and/or forecasting, statistical analysis, accounting, financial auditing, or a related field.

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
