Description

The mission of the Kentucky Energy & Environment Cabinet (EEC) is to improve the quality of life for all Kentuckians by protecting our land, air, and water resources by utilizing our natural resources in an environmentally conscientious manner. We do this by helping families connect with nature and preserving the Commonwealth’s natural heritage; and by supporting innovative, resilient, and sustainable energy solutions that together bring economic benefit to the commonwealth.

This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non‑merit) employee.

An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

By joining the Department of Environmental Protection/Division of Water/Program Planning and Support Branch/Grants Management Section as a Federal Program Specialist in Franklin County, you will have the opportunity to work with EPA grants.

Responsibilities
  • Coordinate with professional staff within the agency and federal entities to develop grant applications and the implementation of the grant work plan.
  • Serve as a liaison between the agency and federal entities, assist with federal grant audits.
  • Provide oversight to the financial portion of grant management to include compliance with Federal and State regulations, reviewing grant balances, grant applications, grant amendments and grant reporting.
  • Develop and monitor federal grant budgets to ensure match obligations are fulfilled, expenditures are accurate, and funds are expended within state and federal guidelines.
  • Work closely with federal entities to comply with required federal grant reporting requirements, request grant amendments, and ensure closure of grants within federal timelines.
  • Review and process all invoices associated with third‑party vendor contracts.
  • Review and audit vendor financial records.
  • Process each invoice to ensure financials and expenditures adhere to contractual obligations and state and federal procurement guidelines.
  • Meet with agency staff and third‑party vendors to prepare, develop and coordinate request for proposals, personal service contracts and memorandum of agreements in accordance with state and federal regulations, policy and procedures.
  • Utilize eMARS to develop, execute and manage contracts with third‑party vendors.
  • Work with agency staff and third‑party vendors to ensure contract obligations are met.

  • Grant Management knowledge (submitting, reviewing, approving, monitoring both programmatic and financial)
Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR

SKILLS:

Four years of professional experience in budget administration, grant administration, financial analysis and/or forecasting, statistical analysis, financial auditing, or a related field. Two years of the required experience must…
