By joining our Strategic Planning Branch as a Federal Program Specialist in Franklin County, you’ll have the opportunity to support Metropolitan Planning Organization (MPO) coordination across Kentucky. This position manages federal transportation planning distributions and contracts while ensuring federal regulatory compliance and fiscal accountability. You will serve as a liaison with MPO partners and other agencies to support effective planning.

Summary Of Responsibilities
  • Manage MPO allocated budgets and contracts, including amendments and modifications.
  • Administer federal planning allocations and ensure compliance with funding requirements.
  • Provide technical assistance, including performance-based planning and air quality conformity provisions.
  • Represents KYTC at MPO technical and policy committee meetings, including certification reviews.
  • Work in partnerships to collect data, identify needs and connectivity gaps, and align planning priorities.
Ideal Candidate Will Have Experience In
  • Federal transportation program, grant, or contract administration.
  • Familiarity with federal transportation planning regulations.
  • Working with local public agencies or MPOs.
  • Coordination across multiple stakeholders.

Minimum Requirements

Education:

Graduate of a college or university with a bachelor's degree.

Experience, Training, or

Skills:

Four years of professional experience in budget administration, grant administration, financial analysis and/or forecasting, statistical analysis, financial auditing, or a related field. Two years of the required experience must include the preparation, research and planning, budgeting, or administration of state or federal grants-in-aids.

Substitute Education for

Experience:

A master's degree will substitute for one year of required experience.

Substitute Experience for

Education:

Additional grant-in-aid related experience will substitute for the required education on a year-for-year basis.

Working Conditions:

Work typically involves extensive contact with the public. Travel may be required.

Probationary Period:
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
