By joining the Division of Water-Planning, Program and Support Branch (PPSB) as a Federal Program Specialist in Franklin County, you will have the opportunity to join a team dedicated to managing and overseeing financial (grant) and contractual work.

This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee.

An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

Holders of the Federal Program Specialist position will complete tasks such as:

  • Develops state plans, managing complex multi-million-dollar budgets, and serving as the primary liaison between agency leadership and federal authorities.
  • Ensures full compliance with statutory regulations while maximizing the efficiency and impact of public funds.
  • Serves as a liaison between agency management, program staff, and the federal government
  • Attends meetings and develops close working relationships with federal, state, and local officials.
  • Develops and reviews grant applications.
  • Submits information and workflows within eMARs and EBI.

Holders of this job will learn the following skills: (optional)

  • eMARS and EBI reporting
  • Contract development
  • Grant and budget management
  • Desired candidates possess the following requisite skills or experience applicable to the position:
  • Proficient in high-level budgetary planning and analysis
  • Reviews, approves, and processes invoices in strict accordance with state laws.
  • Combines meticulous organizational skills with a strong sense of urgency to execute tasks efficiently.
  • Monitor project funds, authorize disbursements, and reconcile financial data to maintain fiscal integrity throughout the contract lifecycle.
  • Microsoft office suite
  • Working knowledge of adobe pro

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR

SKILLS:

Four years of professional experience in budget administration, grant administration, financial analysis and/or forecasting, statistical analysis, financial auditing, or a related field. Two years of the required experience must include the preparation, research and planning, budgeting, or administration of state or federal grants-in-aids.

Substitute EDUCATION for

EXPERIENCE:

A master's degree will substitute for one year of required experience.

EDUCATION:

Additional grant-in-aid related experience will substitute for the required education on a year-for-year basis.
