By joining our Office for Civil Rights and Small Business Development as a Program Investigator II in Franklin County, you’ll have the opportunity to conduct impartial Equal Employment Opportunity (EEO) investigations and serve as the primary contact and coordinator for the Bridging Opportunities Training Program (BOTP). This position involves sensitive and often complex work that requires discretion and sound judgment.
Holders of the Program Investigator II position will complete tasks such as:
- Conduct thorough, impartial investigations of EEO complaints, including intake, interviews, evidence gathering, analysis, and report writing.
- Handle cases involving sensitive allegations of discrimination, harassment, and retaliation with confidentiality and professionalism.
- Prepare clear, well-documented investigative reports of case findings.
- Point of contact and coordinator for all BOTP activities.
- Process intern applications, assist with development of BOTP curriculum, develop and deliver training to interns during bi-weekly group meetings,recruitment activities.
- Provide training and technical assistance to KYTC staff and external partners on EEO and BOTP matters.
- Assist the Title VI Compliance Analyst as needed.
Ideal Candidate will have experience in:
- Interviewing, evidence analysis, and investigative writing.
- Preparing clear, concise, and thorough investigative reports.
- Critical and analytical thinking.
- Gathering, evaluating, and documenting evidence from multiple sources.
- Applying and interpreting federal and state nondiscrimination laws including Title VI, Title VII, andthe Americans with Disabilities Act (ADA).
- Managing complex work and cases while meeting timelines.
- Delivering training and technical assistance to diverse audiences.

EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR
SKILLS:
Must have two years of experience in the field of investigation, administrative, business, or social work/eligibility experience.

EXPERIENCE:
Graduate study in the above fields will substitute for the required experience on a year-for-year basis.
Substitute EXPERIENCE for
EDUCATION:
Experience in one of the above fields will substitute for the required college on a year-for-year basis. Current or prior military experience will substitute for the required college on a year-for-year basis.

Typical working conditions include both extensive field work in a variety of settings and normal office work. Travel throughout the state may be required to conduct interviews, perform surveillance activities and to obtain information and evidence. Interviews may be confrontational. Overnight travel and working irregular hours may be required. Working outdoors for extended periods and working in all types of weather may be required.
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
