The Department for Medicaid Services (DMS) provides health care access for eligible low-income residents of Kentucky including children, families, pregnant women, the aged and the disabled as well as a number of programs and services directed at specific eligibility and medical needs. The Department for Medicaid Services, Division of Fiscal Management is responsible for maintainingaccountability for the use of federal and state resources in a way that assures access to appropriate,medically necessary, quality health care for all participants of the Medicaid program.

We are seeking a motivated Assistant Director II to provide professional support to the Division of Fiscal Management. To be successful in this division, candidates should be professional, polite and able to dealwith difficult and stressful situations.

Responsibilities and Duties:
  • Provide Supervision and Management of two branches with the Division of Fiscal Management.
  • Supervision of employees, including but not limited to, approving leave requests, timesheets, completeevaluations, assisting with the hiring process for vacant positions, training of division staff, also assuringadequate office and phone personnel for the Division.
  • Provides technical assistance to assure division policies are in compliance with established guidelines.
  • Acts as liaison between division and other organizations, including contracted vendors.
  • Identifies and reviews programs, policy issues, and management issues that cross organizational lines and develops recommendations.
  • Represent the Director in meetings and perform the duties of the director in her/his absence.
  • Provide oversight and management of the Medicaid Budget and all federal and state reporting requirements.
  • Provides comprehensive analysis of financial policy and budget issues and make recommendations to management regarding cash flow and funding as it relates to the department's cash funds that support therestricted funds budget.
  • Analyzes enacted and proposed legislation, state and federal regulations, and grant requirements toensure accuracy of fiscal impacts developed.
Skills and Expectations include but are not limited to the following:
  • The selected candidate must be comfortable using Microsoft Office products with an emphasis on Excel,have excellent written and verbal communication skills and have the drive to meet the needs of those we serve.
  • Preferred skills: three years’ experience working in the Medicaid Management Information System (MMIS) orEMARS
  • Demonstrate the ability to handle multiple projects.
Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR

SKILLS:

Five years of administrative or management experience, two of which must include direct supervision of personnel.

Substitute EDUCATION for

EXPERIENCE:

A master's degree will substitute for one year of the required experience.

Substitute EXPERIENCE for

EDUCATION:

Additional administrative, management, or research experience will substitute for the required education on a year-for-year basis.

Working Conditions

Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
