The Cabinet’s Division of Career Opportunities is responsible for operating a centralized applicant and employee certification program, as well as coordinating outreach programs such as recruitment.
The Division of Career Opportunities is seeking a Personnel Program Analyst I who will work within the Human Resources Certification Branch. This is a rewarding position that will work with state agencies, employees, and applicants.
Essential Responsibilities- Performs minimum qualification reviews for applicants who apply to posted positions.
- Serves as liaison between the Personnel Cabinet and human resources staff to assigned state agencies.
- Reviews and makes approval determinations on a variety of personnel actions.
- Learns to conduct career counseling sessions with internal and external applicants.
Skills And Abilities
- Strong written and verbal communication skills.
- Attention to detail and analytical skills are essential.
- Works as part of a dedicated team and offers problem solving solutions.
- Experience in the use of the Kentucky Human Resources Information System (KHRIS) and MyPurpose preferred, but not required.
The agency may authorize the selected candidate to telecommute on a hybrid schedule. The agency may terminate or modify the telecommuting arrangement at any time.
Minimum RequirementsEducation: Graduate of a college or university with a bachelor's degree.
Experience, Training, or
Skills:
One year of experience in human resources or personnel administration, involving the preparation, review, or processing of personnel or payroll documents.
Substitute Education for
Experience:
A master's degree in personnel administration, public administration, human resources, or related field will substitute for the required experience on a year-for-year basis.
Substitute Experience for
Education:
Experience in human resources or in personnel administration involving the preparation, review, and/or processing of personnel and/or payroll documents will substitute for the required education on a year-for‑year basis.
Special Requirements (Age, Licensure, Regulation, etc.): None.
Working ConditionsWork is performed in an office setting and involves frequent contact by telephone or in-person with state employees, administrators, and applicants. Incumbents must travel occasionally when working with state agencies.
Probationary PeriodThis job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
