Business Analyst – WIC Eligibility Systems

Our client is seeking an experienced Business Analyst to support a new technology initiative focused on determining eligibility for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).

This project will involve enhancements to existing systems as well as the development of new systems and modules to support WIC eligibility and program operations.

The selected Business Analyst will serve as a primary point of contact for the project and will develop into a Subject Matter Expert (SME) for the new system functionality and enhancements. The role will also provide ongoing maintenance and operational support for new WIC-related applications, including a Vendor Management Portal and Local Agency Portal.

The ideal candidate is highly organized, self-motivated, comfortable managing a substantial workload, and able to work independently with general direction. Previous experience with WIC eligibility determination or WIC program administration is strongly preferred.

• Collaborate with project teams, business stakeholders, and system vendors to gather, analyze, document, and finalize business requirements.
• Evaluate current business processes and recommend improvements and system solutions that effectively address business needs.
• Participate actively in Joint Application Design (JAD) sessions for new systems and enhancements to existing applications.
• Review functional and technical design documentation prepared by system vendors to ensure completeness, accuracy, and alignment with business requirements.
• Identify gaps in proposed system designs and work with stakeholders and vendors to resolve issues.
• Develop test plans, test scenarios, and supporting documentation for system enhancements and new functionality.
• Participate in system, functional, and user acceptance testing activities.
• Track, monitor, and follow up on project Risks, Actions, Issues, and Decisions (RAID).
• Prepare and communicate regular project status updates to management and key stakeholders.
• Collaborate with cross-functional technology and business teams throughout the project lifecycle.
• Support ongoing maintenance and operations for WIC-related systems and portals after implementation.
• Serve as a Subject Matter Expert for assigned WIC system functionality and business processes.

Candidates must have prior experience providing business analysis support for a large-scale IT system or experience determining eligibility for or supporting the administration of the WIC program.

• Bachelor's degree or an equivalent combination of relevant education and professional experience.
• 3+ years of Business Analyst experience, or 2+ years of significant experience supporting the WIC program.
• Experience identifying business problems and gathering, analyzing, and documenting business and functional requirements.
• Experience evaluating potential business solutions and validating that implemented solutions meet defined requirements.
• Strong understanding of the Software Development Life Cycle (SDLC).
• Experience working with business stakeholders, technical teams, and third-party vendors.
• Strong facilitation and relationship-management skills.
• Excellent written and verbal communication skills.
• Strong analytical, critical-thinking, and problem-solving abilities.
• Strong decision-making skills and attention to detail.
• Ability to manage multiple priorities and a high-volume workload with limited supervision.

• Previous experience determining eligibility for the WIC program.
• Previous experience supporting WIC program administration or operations.
• Experience working on large-scale public-sector, healthcare, benefits, or eligibility systems.
• Experience supporting system implementation, modernization, or integration projects.

• Bachelor's degree preferred.

• Full-time, 40 hours per week.
• Monday through Friday.
