Position Summary

The Civil Quality Control Manager is essential to the successful execution of heavy civil, airfield, infrastructure, environmental, and federal construction projects. This position is responsible for implementing, managing, coordinating, and documenting the Quality Control Program to ensure all construction activities comply with contract requirements, engineering plans, specifications, applicable codes, and industry standards. The Quality Control Manager works closely with the Project Manager, Superintendent, Site Safety and Health Officer (SSHO), subcontractors, testing agencies, and Government representatives to ensure quality objectives are achieved while maintaining positive client relationships and exceptional customer service.

Description

The Civil Quality Control Manager is essential to the successful execution of heavy civil, airfield, infrastructure, environmental, and federal construction projects. This position is responsible for implementing, managing, coordinating, and documenting the Quality Control Program to ensure all construction activities comply with contract requirements, engineering plans, specifications, applicable codes, and industry standards. The Quality Control Manager works closely with the Project Manager, Superintendent, Site Safety and Health Officer (SSHO), subcontractors, testing agencies, and Government representatives to ensure quality objectives are achieved while maintaining positive client relationships and exceptional customer service.

The ideal candidate has experience serving as the Quality Control Manager on heavy civil or airfield construction projects and possesses a thorough understanding of USACE, NAVFAC, DoD, FAA, or other federal construction quality requirements, including the Three-Phase Quality Control Process. Quality Control Manager qualifications may vary by project based on contract requirements. Civil construction and/or airfield construction experience is required.

Essential Responsibilities
  • Uphold and promote all Company and project safety requirements while supporting a culture of quality and continuous improvement.
  • Participate in Post Award Kick-Off Meetings, Partnering Meetings, Preconstruction Meetings, Design Development Meetings, Coordination Meetings, Mutual Understanding Meetings, and Quality Control Meetings.
  • Implement, manage, and oversee the Three-Phase Quality Control Process performed by QC Specialists, laboratory testing personnel, inspectors, and subcontractors. Conduct Preparatory, Initial, and Follow-Up inspections and ensure all required documentation is completed.
  • Notify the Contracting Officer in advance of all Preparatory and Initial Phase meetings in accordance with contract requirements.
  • Coordinate with the Superintendent to immediately stop any work that does not comply with contract requirements or approved submittals. Document deficiencies, maintain the Deficiency Log, and coordinate corrective actions with subcontractors.
  • Prepare Daily Quality Control Reports, including detailed photographic documentation supporting all work performed.
  • Prepare and present the Quality Control portion of weekly Government progress meetings.
  • Ensure all design and construction submittals are reviewed, approved, and accepted in accordance with contract requirements before materials are delivered or work proceeds. Maintain the Submittal Register.
  • Update and maintain accurate As-Built Drawings throughout construction.
  • Maintain testing plans and testing logs. Coordinate material testing, laboratory testing, inspections, and specialty testing required by the contract.
  • Review all testing reports and notify the Contracting Officer of deficiencies while recommending appropriate corrective actions.
  • Perform punch list inspections and participate in pre-final and final acceptance inspections. Coordinate punch list completion and final acceptance with the Contracting Officer.
  • Manage the complete submittal process, including initiation, technical review, compliance verification, submission, tracking, and distribution.
  • Inspect all materials, equipment, workmanship, and rework to ensure compliance with contract documents, engineering specifications, approved submittals, and quality standards. Maintain a Rework Log.
  • Review civil engineering drawings, specifications, grading plans, utility plans, paving plans, airfield plans, structural drawings, and contract documents to verify construction complies with project requirements.
  • Coordinate with testing laboratories, surveyors, engineers, subcontractors, and Government Quality Assurance Representatives to ensure compliance with project specifications and quality standards.
  • Perform other duties as assigned.
Reporting Structure
  • Reports to the Project Manager and Quality Director.
  • This position may have direct reports based on project assignment.
