Position Summary

The Quality Control Deputy Director is a critical role that empowers the Director of Quality to develop, implement, and continually enhance the company's quality management program for domestic and international construction projects. This position not only offers technical leadership and conducts thorough quality audits but also nurtures the talents of Quality Control Managers. By collaborating with project teams, the Deputy Director ensures adherence to contract requirements, company policies, and industry standards.

This position is instrumental in promoting operational excellence through proactive risk management, insightful data analysis, and a strong dedication to continuous improvement.

Essential Responsibilities
  • Develop, review, and maintain project-specific Quality Control Plans (QCPs) to ensure compliance with contract requirements, company policies, and client expectations.
  • Review project scopes, plans, specifications, and contract documents to identify and validate Definable Features of Work (DFOWs) and ensure quality requirements are incorporated into project execution.
  • Develop and review project Testing Logs, Submittal Registers, and other quality management documentation to verify completeness, accuracy, and compliance.
  • Conduct onsite quality audits to evaluate the effectiveness of project quality control systems, documentation, inspections, testing, and implementation of the USACE Three Phases of Control.
  • Perform virtual quality audits and routine project monitoring to identify compliance issues, emerging risks, and opportunities for continuous improvement.
  • Prepare detailed audit reports documenting findings, corrective actions, best practices, and recommendations to improve project quality performance.
  • Partner with Project Managers, Superintendents, and Quality Control Managers to implement corrective actions and resolve quality-related issues in a timely manner.
  • Train, mentor, and provide technical guidance to Quality Control Managers and other project personnel on CMS Quality Control Policies, contract requirements, and quality management best practices.
  • Support onboarding efforts by coaching newly hired Quality Control Managers during their first 90 days to ensure successful implementation of project quality systems.
  • Analyze project schedules and schedules of values to verify Definable Features of Work, quality milestones, inspections, and testing activities are accurately incorporated into project planning.
  • Participate in monthly project financial and operational reviews to identify project risks, evaluate quality performance, and support proactive risk mitigation strategies.
  • Develop, maintain, and analyze quality dashboards and key performance indicators (KPIs) to measure project performance, monitor deficiencies, and support executive reporting.
  • Monitor proprietary quality management systems to ensure deficiency logs, testing records, material inspections, and project documentation remain current and accurate.
  • Provide technical quality support to project execution teams by reviewing submittals, product data, testing plans, and other project documentation during periods of increased workload or critical project needs.
  • Support the continuous improvement of the CMS Quality Management Program by identifying lessons learned, recommending process improvements, and standardizing best practices across domestic and international projects.
