The Finance and Administration Cabinet is committed to meeting or exceeding the needs and expectations of our customers. Our focus is on providing the highest level of service to our customers with professionalism and integrity. The Division of Real Properties manages the commonwealth’s real property. Responsibilities include the acquisition of property required by the commonwealth (excluding highway right‑of‑way, universities, and the Kentucky Community and Technical College System);
maintaining an accurate inventory of owned and leased state property; managing state government parking facilities in the Franklin County area; leasing land and buildings for use by state agencies; maintaining space assignment records of all state‑owned buildings managed by the cabinet; preparing quarterly occupancy charges for all cabinet‑managed buildings. The division acquires, sells, leases, and inventories real property, as well as designs and space plans for state owned and leased properties.
The Property Management Branch Manager is a valued member of the Real Properties team that will assist agencies with needs related to real property. The position is located within the Space Design and Inventory Branch and will primarily assist agencies in the space design process.
Key Responsibilities- Manage the Space Design and Inventory Branch.
- Administer cabinet policies and procedures regarding space plans for both leased and state‑owned properties.
- Oversee and complete projects with plans and designs of space for state‑owned and leased properties using a Computer Aided Design (CAD) system.
- Meet with agency representatives and owners.
- Schedule and conduct meetings with lessors and agency staff to assist in completion of projects.
- Ensure that square footage numbers utilized in state‑owned and leased properties are accurate and functional needs are identified.
- Serve as the division's lead Americans with Disabilities Act (ADA) audit contact for reserved parking permits.
- Strong written and verbal communication.
- Knowledge of cabinet policies and procedures regarding space design for state and leased properties.
- Perform under pressure to complete projects in a timely manner.
- Proficient with Microsoft Office products, mainly Outlook, Word, and AutoCAD.

Minimum RequirementsEducation: Graduate of a college or university with a bachelor's degree in public or business administration, management, real estate or a related field.
Experience, Training, or
Skills:
Four years of experience in property analysis/evaluation.
Substitute EDUCATION for
EXPERIENCE:
Graduate training in property analysis/evaluation or a related field will substitute for one year of the required experience on a year-for-year basis.
Substitute EXPERIENCE for
EDUCATION:
Additional experience in property analysis/evaluation or a related field will substitute for the bachelor's degree on a year-for-year basis.
Special Requirements (Age, Licensure, Regulation, etc.): NONE
Working ConditionsIncumbents working in this job title will be required to visit property sites, inspect and write reports on construction sites.
Probationary PeriodThis job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
