Program Control Finance SME (P5)
Compensation: $70–$90/hr
Location: Hybrid - Franklin, MA
Our client is seeking an experienced Program Control Finance SME to support a highly visible Program Management Office (PMO). This role acts as a strategic finance partner to program leadership, providing end-to-end financial oversight across complex, large-scale programs.
The ideal candidate brings deep experience in cradle-to-grave program financial management, with strong exposure to government contracting, particularly Firm Fixed Price (FFP) environments. This individual will operate autonomously, collaborating cross-functionally while delivering actionable financial insight to drive program success.
Responsibilities- Provide cradle-to-grave financial management across program initiation, planning, execution, and sustainment
- Lead planning, forecasting, budgeting, and execution across FFP, cost-plus, and T&M contracts
- Maintain project baseline budgets and manage Estimates at Completion (EACs), identifying and escalating variances
- Partner with Program Managers to align cost, schedule, and performance, supporting Earned Value Management (EVM) processes
- Conduct scenario modeling and ad-hoc financial analysis to support portfolio-level decision-making
- Manage milestone billing and drive favorable cash flow positions across programs
- Deliver detailed financial reporting, including CLIN tracking, labor, travel, materials, and billings
- Prepare variance analyses, identifying root causes and corrective actions
- Support program reviews, customer meetings, and PMO financial inquiries
- Collaborate with Integrated Product Teams (IPTs) and technical stakeholders
- Ensure compliance with federal regulations and internal policies, supporting audits and reporting requirements
- Bachelor’s degree in Finance, Accounting, Business, or related field (or equivalent experience)
- 10+ years of progressive financial management experience supporting federal or defense programs
- Strong experience with cradle-to-grave program financial management
- Expertise in Firm Fixed Price (FFP) contract execution; experience with development through sustainment preferred
- Deep understanding of EAC development and financial forecasting
- Familiarity with DoD financial and reporting requirements
- Experience with Earned Value Management (EVM)
- Proficiency with Deltek Costpoint, TM1, Microsoft Office, and Share Point
- Strong analytical, communication, and stakeholder management skills
