Job Summary The Clark County Auto Licensing Specialist I/II performs journey-level vehicle/vessel license and title work; engages members of the public to facilitate a variety of vehicle/vessel licensing and titling transactions. Examines vehicle/vessel and mobile home documentation and applications; evaluates documentation for legal compliance and accuracy. Assesses vehicle/vessel valuation; determines appropriate taxes and fees based upon established criteria. Approves issuance of titles, license plates, registrations, and permits.
Validates inventory fulfillment; receives, verifies, and distributes inventory issued by the Department of Licensing (DOL). Verifies accuracy of all inventories issued. Provides expertise for vehicle/vessel titling and registration, processing applications, verifying legal compliance with state laws (RCWs/WACs), assessment and collection of fees, updates ownership records for various licensing needs in the Department of Licensing (DOL) Driver and Vehicle Information Database & Electronic System (DRIVES).
Requires a thorough knowledge of federal, state, and county licensing laws, excellent customer service skills, and a high degree of accuracy and attention to detail.
The License Specialist II is distinguished from the License Specialist I by performance of more substantive work requiring greater independent judgment. In addition to License Specialist I requirements, the License Specialist II must have a Vehicle Licensing Representative certification through the Washington State Department of Licensing and have completed 1000 hours of supervised on-the
-job training with a qualified employer. While both the License Specialist I and II are expected to interact with and service customer needs, the License Specialist II responds to more varieties of situations requiring a more detailed understanding of licensing processes and operations. Positions at this level are fully qualified to perform complex and technical licensing duties independently without direct supervision.
Applicants may be hired at the License Specialist I or II level, based on qualifications. Applicants hired at the License Specialist I level are eligible for promotion to License Specialist II with manager approval after obtaining the required certification, knowledge, skills, and abilities to perform the work.

* Education and Experience:
**** Two (2) years of general office experience, with limited task supervision, emphasizing or including intensive public contact, customer service, involving general office work processes, at least one year of which must be directly related to the work of the class; and hold a WA License Specialist I/II - Auto License Department Department of Licensing Vehicle Licensing Representative Certification; or have the ability to obtain certification within 6 months of hire.–
OR –One (1) year (45 credit hours) of post-secondary occupational training or education may be substituted for one year of required experience.– OR –Any combination of work experience and education which demonstrates the ability to perform the work of the class.– AND –
** Knowledge of:
** general office administration; proficiency in general office practices and the specific policies, procedures, and specialized functions of the assigned work unit. Mastery of business writing and professional formatting standards. Comprehensive knowledge of professional filing systems, record-keeping procedures, and data management. Familiarity with applicable laws, county codes, local ordinances, and departmental policies governing the specific scope of work. Technical proficiency in standard PC applications, including word processing, spreadsheets, and database management.
Understanding of basic bookkeeping and cashiering practices and principles as required by the position.
