The purpose of this classification is to provide management, systems development, and support, utilizing the most appropriate technologies and solutions for their team.
Essential Functions- Leads the design, development, testing, deployment, and maintenance of enterprise software applications and systems.
- Provides technical leadership, guidance, mentoring, and code review for software development staff and project teams.
- Establishes and enforces software development standards, coding practices, security requirements, and architectural guidelines.
- Designs efficient, accessible, scalable, and secure software solutions for county departments and users.
- Evaluates emerging technologies, software platforms, and development tools to determine feasibility and value for Knox County operations.
- Collaborate with county departments, stakeholders, and vendors to gather business requirements and develop effective technical solutions.
- Oversees software integration with third-party systems, APIs, databases, and cloud services.
- Troubleshoots and resolves complex application, system, and user issues.
- Manages software development project priorities, timelines, deliverables, and technical resources.
- Coordinates and participates in system testing, quality assurance, and change management processes.
- Ensures software applications comply with security standards, accessibility requirements, and applicable regulations.
- Creates and maintains technical documentation, system architecture diagrams, standards, procedures, and end-user materials.
- Assists in strategic planning for application modernization, system improvements, and long-term technology initiatives.
- Trains and supports users and technical staff on software systems and processes.
- Remains current with industry trends, programming languages, frameworks, cybersecurity practices, and development methodologies.
- Participates in after-hours support, system maintenance, and emergency response activities as needed.
- Respond to and report immediately if called upon by local, regional or central office supervisors, as part of a coordinated emergency response by the Knox County Mayor’s Office.
- Ensure regular, punctual attendance during scheduled work hours.

- This position may require you to obtain and maintain Criminal Justice Information Services (CJIS) certification throughout your employment with Knox County IT. This includes, but is not limited to, a favorable background check completed and approved by the Tennessee Bureau of Investigation, successful completion of security awareness training, and a signed TBI Release of Information Form Acknowledgment within the first six months of hire and biennially thereafter.

- Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities may be considered for employment into the position.
- Successfully pass a background check.
- Experience in local government or public sector technology environments.
- Experience with cloud platforms such as Microsoft Azure or AWS.
