Job Description

Under the supervision of the Assistant Superintendent overseeing Federal Programs, the Coordinator of Federal Programs is responsible for the planning, implementation, monitoring, compliance, and evaluation of all federal education programs within Franklin City Public Schools. The position ensures compliance with federal and state regulations governing programs funded through the Elementary and Secondary Education Act (ESEA), Individuals with Disabilities Education Act (IDEA), Perkins, McKinney‑Vento, and other federal grant programs.

The Coordinator provides leadership in the development, administration, and monitoring of federal grant budgets, applications, program effectiveness, and reporting requirements to maximize student achievement and organizational effectiveness.

The Coordinator of Federal Programs collaborates with school administrators, instructional leaders, finance personnel, and state agencies to ensure effective use of federal resources.

Essential Duties and Responsibilities Program Administration and Compliance
  • Direct and oversee the administration of all federal grant programs and initiatives.
  • Ensure compliance with all applicable federal, state, and local laws, regulations, policies, and procedures.
  • Develop, submit, and monitor federal grant applications and amendments.
  • Coordinate the annual comprehensive needs assessment process to determine program priorities and funding allocations.
  • Monitor program implementation to ensure expenditures align with approved grant applications and allowable uses of funds.
  • Maintain documentation required for federal and state monitoring reviews, audits, and compliance reporting.
  • Coordinate responses to federal and state monitoring visits and corrective action plans, when necessary.
  • Serve as the division liaison to the Virginia Department of Education regarding federal programs and grants.
Budget Development and Fiscal Oversight
  • Collaborate with the Finance Department to develop, manage, and monitor federal program budgets.
  • Review expenditures to ensure compliance with federal supplement‑not‑supplant requirements and other fiscal regulations.
  • Monitor grant spending to ensure timely utilization of funds and prevent lapsing of allocations.
  • Assist in the preparation of budget revisions and grant amendments.
  • Provide fiscal reports and updates to division leadership as required.
Program Planning and Evaluation
  • Coordinate the development, implementation, and evaluation of the division's federal program plans.
  • Analyze student achievement, attendance, graduation, and other performance data to determine program effectiveness.
  • Prepare annual evaluations and reports required by federal and state agencies.
  • Recommend program improvements based on data analysis and identified needs.
  • Support continuous improvement efforts aligned with the division's strategic goals.
Stakeholder Engagement and Support
  • Provide technical assistance and training to principals, teachers, and staff regarding federal program requirements.
  • Coordinate meaningful consultation and engagement activities with families, community organizations, and private schools as required by federal law.
  • Facilitate meetings, committees, and advisory groups related to federal programs.
  • Assist schools in developing school wide plans and implementing evidence‑based interventions.
Personnel and Program Monitoring
  • Monitor staffing funded through federal grants to ensure compliance with grant requirements.
  • Coordinate time and effort, documentation, and personnel reporting requirements.
  • Assist with recruitment, retention, and support of federally funded personnel.
  • Conduct program reviews and site visits to ensure effective implementation and compliance.
Other Duties
  • Prepare reports, presentations, and recommendations for the Superintendent, School Board, and other stakeholders.
  • Remain current on federal legislation, regulations, and best practices affecting education programs.
  • Perform other duties as assigned by the Superintendent or designee.
