Human Resources Specialist
The Human Resources Specialist provides professional-level support in the administration of human resources programs and services. The position is responsible for recruitment, staffing, onboarding, employee relations, personnel records management, employee investigations, and compliance with applicable federal, state, and local laws and regulations. The Human Resources Specialist serves as a resource to employees, applicants, administrators, and the public regarding human resources policies, procedures, and employment-related matters.
EssentialFunctions
- Recruitment and Staffing
- Coordinates recruitment, selection, and hiring activities for all positions.
- Develops and posts vacancy announcements and recruitment materials.
- Screens applications and coordinates interviews and employment recommendations.
- Conducts reference checks and employment verifications.
- Assists with recruitment events, job fairs, and workforce planning initiatives.
- Maintains applicant tracking systems and recruitment records.
- Personnel Administration
- Coordinates onboarding activities for newly hired employees.
- Processes employment actions, including appointments, transfers, promotions, salary changes, resignations, retirements, and separations.
- Maintains personnel records and employee information in accordance with applicable laws and record retention requirements.
- Prepares employment documents, contracts, personnel recommendations, and reports for administrative and School Board review.
- Maintains confidentiality of employee records and information.
- Assists with contract issuance and personnel action processing.
- Employee Relations
- Provides information and guidance regarding personnel policies, procedures, and employment practices.
- Assists employees and supervisors in resolving workplace concerns and issues.
- Supports performance management and employee development processes.
- Conducts or assists with employee investigations as assigned.
- Assists with grievance administration and employee complaint resolution.
- Prepares correspondence, reports, and documentation related to employee relations matters.
- Promotes a positive and professional work environment.
- Human Resources Operations, Compliance, and Reporting
- Administers Family and Medical Leave Act (FMLA) and other approved leave programs.
- Maintains employee FMLA leave records and monitors leave balances.
- Coordinates employee leave communications and return-to-work processes.
- Assists in ensuring compliance with applicable employment laws, School Board policies, and administrative regulations.
- Maintains human resources databases and personnel record systems.
- Assists with coordinates criminal background checks, fingerprinting, and employment eligibility verification.
- Prepares reports related to staffing, vacancies, turnover, workforce demographics, and other personnel metrics.
- Assists with state, federal, and division reporting requirements.
- Utilizes data to support personnel planning and decision-making.
- Supports department operations through the preparation of correspondence, reports, presentations, and other documentation.
- Assists with the implementation of human resources programs, initiatives, and special projects.
- Collaborates with the Finance Department to ensure the accuracy of personnel information affecting payroll processing.
- May serve as the backup Payroll Administrator and assist with payroll processing, payroll audits, employee compensation records, and related payroll functions as needed.
- Other Duties
- Participates in professional development activities.
- Serves as a resource to employees, administrators, applicants, and community members regarding human resources matters.
- Performs other duties as assigned by the Executive Director of Human Resources.
- Knowledge of human resources principles, practices, and employment laws.
- Knowledge of recruitment, personnel administration, employee relations, records management, and human resources operations.
- Knowledge of federal and state employment regulations.
- Ability to maintain confidentiality and exercise sound professional judgment.
- Ability to communicate effectively orally and in writing.
- Ability to establish and maintain effective working relationships with employees, administrators, applicants, and the public.
- Ability to interpret and apply policies, regulations, and procedures.
- Ability to manage multiple priorities and meet deadlines.
- Proficiency in Microsoft Office applications, human resources information systems, applicant tracking systems, and payroll software.
- Required:
Bachelor's degree in Human Resources, Business Administration, Public Administration, Education, or a related field; or an equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities necessary to perform the position. - Minimum of three (3) years of progressively responsible human resources experience.
