Position Summary
The Department of Public Safety and Correctional Services (DPSCS) is seeking a Deputy Director – Payroll Operations to assist in the direction, planning, and coordination of payroll operations for approximately 10,000 employees. The incumbent will work at the pleasure of the appointing authority and will be a management services position at grade 20. The role supports accurate and timely payroll processing, audit activities, policy development, and regional coordination across multiple payroll units.
Key Responsibilities- Assist in the direction, planning, and coordination of departmental payroll operations, ensuring accurate and timely processing of time and gross payroll for about 10,000 employees.
- Oversee reconciliation activities related to payroll check registers and payroll summary reports.
- Assist with payroll audit activities by reviewing and analyzing data from Workday and other payroll systems, and prepare documentation for employee grievances, pay discrepancies, and related inquiries.
- Assist with personnel budget projections, analyzing overtime usage, leave balances, classification studies, and other workforce and payroll-related analyses.
- Assist with formulation, implementation, and ongoing evaluation of fiscal and payroll-related policies and procedures in alignment with state laws, departmental policy, and generally accepted accounting practices.
- Assist with development and implementation of corrective action plans, coordinate responses to legislative audit reports, findings, and inquiries associated with payroll operations.
- Education:
Bachelor’s Degree in Accounting, Business, or a closely related fiscal/business discipline with coursework in payroll, auditing, accounting, budgeting, financial reporting, or public-sector financial administration. - Experience:
Three years of experience overseeing, reviewing, auditing, coordinating, or processing payroll, timekeeping, employee compensation, or payroll-related fiscal operations; at least one year must involve responsibility for reviewing payroll or timekeeping records, reports, reconciliations, or related transactions for accuracy and compliance.
- Experience in a large or highly regulated organization with payroll, timekeeping, fiscal operations, audit functions, internal controls, or employee compensation.
- Experience using Workday, Time Clock Plus, or similar payroll/timekeeping systems.
- Medical, dental, and vision coverage.
