Main Purpose of Job

This position examines, analyzes and interprets the various accounting systems, records and reports within the Division of Labor and Industry by applying generally accepted accounting principles in order to modify and maintain agency accounting systems, cash receipt processes, prepare financial reports or statements and give fiscal advice to management. This position performs specialized duties within the 7 main units of the Division, each with unique funding sources including federal, special, general and revenue funding as well as cash receipts for penalties, fines, and sales.

This position is responsible for maintaining and monitoring state and federal fiscal budgeting and accounting and ensuring management is aware of fiscal status on a monthly basis. This position advises on allowable procurements and ensures compliance with funding requirements, State accounting procedures, and all related reporting. This position also serves as a liaison between the Division and the Department’s Office of Administration, federal fiscal oversight, and internal and external auditing personnel.

This position also assists in legislative responses and special projects. The combined budget for the Division is $21.3 million.

POSITION DUTIES
  • Develop, draft, and prepare complete state budget and federal grant applications for the various units within the Division on an annual basis using appropriate cost accounting. Monitors for additional funding opportunities and revises and prepares detailed documents to obtain or deobligate. Utilizes each new year’s instructions and ensures documents are prepared accurately and timely with the goals of each unit accounted for.

    Prepares special budgetary requests for class adjustments, budget amendments, etc. Ensures each year’s grants and budget allowances by unit are properly expended throughout the year, avoiding end of year conflicts or unnecessary deobligations. Monitors and accurately applies indirect cost rates and Divisional allocations across the units.
  • Monitors on a monthly basis each procurement transaction from the various units for accurate accounting, journal entries, and allocation to their respective budgets, object coding, and fund sources. Ensures credit card charges are accurately dispersed from accounting and ensures charges to the various units are accurately reflected in monthly projection reports. Requests required journal entries as necessary and tracks to ensure completeness.

    Prepares internal projection sheets for comparison to OOA projection sheets on a monthly basis for both state and federal fiscal years.
  • Monitors and assists each unit in their daily cash/credit card revenue and reconciles internal receipts with Departmental revenue reports on a monthly basis and creates simplified reports and charts to share with management. Develops and fine tunes database systems used by the various units to track and ensure proper accounting in accordance with State and federal guidelines.
