Position: FISCAL ACCOUNTS CLERK II

Department Overview

Maryland Department of Agriculture (MDA) is a department under Maryland's Executive Branch. Formed in 1972, MDA is a regulatory and service body that oversees animal health, consumer services (marketing and laboratory), plant and pest management, and resource conservation. It supports the state's largest industry and expands a diverse range of agricultural programs.

Main Purpose of Job

This position is responsible for reviewing, initiating, and processing all fiscal and administrative work for the Central Service Division of MDA. Central Services includes the Office of Procurement and Contract Services, Fleet Management, Automotive Services, and Buildings and Grounds Maintenance.

Responsibilities
  • Manage all invoices for Unit 11: review for accuracy, verify quantities against receiving reports, compare invoices with purchase orders or contracts, complete coding slips, attach supporting documentation, and route invoices to Fiscal Service.
  • Serve as lead purchaser for Administrative Services: procure office and janitorial supplies using a corporate purchasing card; perform data entry into the State’s Financial Management Information System (FMIS); proactively track contracts; maintain records in conformance with state procurement laws and policies.
  • Manage mail for Central Services: sort and route to staff; review automotive services work orders and reconcile charges; manage copiers and meter readings; assist the Inventory Control Officer with barcode tagging and fixed‑asset database entries.
  • Assist with monthly reporting and reconciliation of Central Services’ pool vehicles; support receipt and handling of incoming mail and packages, postage machine usage, delivery dock operations, and front‑desk reception duties.
  • Provide general administrative support for Central Services and Unit 11 as needed.
Minimum Qualifications
  • Education:

    Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Experience:

    Two years of experience reviewing, verifying, recording, adjusting, and balancing financial transactions.
Optional Credits for Experience
  • Experience calculating and recording financial, statistical, or other numerical data may be substituted on a year‑for‑year basis for the required high‑school education.
  • Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.
  • A minimum of five courses or six months of accounting‑related training in a vocational training program may be substituted for one year of the required experience.
  • U.S. Armed Forces military service in financial classifications may be substituted at one‑year increments for required experience.
Desired Qualifications
  • Experience in Accounts Payable processing with MDA’s Financial Management System (FMIS).
  • Experience in Accounts Payable and/or Accounts Receivable processing using database systems such as Oracle, People Soft Financials, Access, and/or Excel.
  • Experience reviewing invoices for payment, expense accounts for reimbursement, and preparing daily deposits.
