Introduction

The Maryland Public Service Commission has a position available for an Assistant Director in the Electricity Division.

This is an “at will” position which serves at the pleasure of the Appointing Authority (the “Commission”).

Main Purpose of Job

The Maryland Public Service Commission (PSC), an independent regulatory agency, is seeking a skilled and motivated Assistant Director to join its Electricity Division. We are responsible for the regulatory oversight of Maryland’s electric utilities, ensuring that Marylanders have access to safe, reliable, and affordable electricity services while advancing the State's clean energy goals.

This is a unique and impactful opportunity to apply your economic and technical expertise in public service. You will directly contribute to the Commission’s mission by analyzing issues related to electricity generation, transmission, distribution, and emerging energy technologies.

The PSC's Electricity Division is at the forefront of navigating the evolving energy landscape. We address critical issues such as utility rates, grid modernisation, renewable energy integration, competitive electricity markets, electric vehicle infrastructure, and energy storage. As an Assistant Director, you will:

  • Conduct in-depth economic and financial analyses of utility proposals, rate cases, and policy initiatives.
  • Develop and present expert testimony in formal Commission proceedings.
  • Analyze electricity market trends, resource planning, and the economic impacts of regulatory decisions.
  • Contribute to the development of innovative policies that balance economic efficiency, consumer protection, reliability, and environmental sustainability in the electricity sector.
  • Assist the Division Director in supervising junior economists, conducting performance evaluations, and guiding them in preparing expert testimony, comments, and other work assignments.
Position Duties Responsibilities
  • Perform detailed economic and technical, statistical, and financial analyses of electric utility rate applications, including cost of service, rate design, cost of capital, and revenue requirements.
  • Evaluate the economic and technical aspects of utility investments in grid modernization, renewable energy projects, energy efficiency programs, and other infrastructure.
  • Prepare and present expert written testimony and oral presentations in Commission proceedings and work groups.
  • Analyze wholesale and retail electricity market operations, including competitive solicitations and market power issues.
  • Conduct research and policy analysis on emerging energy technologies and regulatory frameworks (e.g., distributed energy resources, energy storage, electric vehicles, microgrids).
  • Develop and utilize economic models for forecasting, cost‑benefit analysis, and impact assessment.
  • Collaborate with interdisciplinary teams of attorneys, engineers, accountants and other technical staff.
  • Review and provide recommendations on proposed legislation and regulations affecting the electricity industry.
  • Monitor compliance with Commission orders and rules related to economic and market issues.
  • Represent the Electricity Division as a member in working groups tasked with developing rules, reports, agreements, or other functions which support Maryland’s energy markets.
  • Assist the Division Director in mentoring and training regulatory analysts, managing workflow, supervising analysts, and editing and reviewing their work products.
Minimum Qualifications
  • Education: Bachelor’s degree in Business, Economics, Engineering, Environmental Studies, Finance, Statistics, Mathematics, Public Policy, or a closely related field.
  • Experience: Three years of relevant professional experience in economic analysis, preferably in the energy sector, utility regulation, or a related field.

  • Strong quantitative, analytical, and problem‑solving skills.
  • Proficiency in economic theory (microeconomics, industrial organization, regulatory economics) and its application.
  • Experience with statistical analysis, econometrics, and economic modeling software.
  • Excellent written and oral communication skills, with the ability to explain complex economic concepts to diverse audiences.
  • Ability to work independently and collaboratively in a team‑oriented environment.
  • Sound professional judgment and a commitment to ethical public service.
  • Knowledge of the electric utility industry, energy markets, or regulatory processes is highly desirable.
