Position: Budget Analyst Jobs

Job Title

Perform the full range of planning, programming, budgeting, and execution (PPBE) functions in implementing mission programs.

Analyze program and budget guidance and instructions from higher headquarters with the battalion Senior Budget Analyst to determine impact on signal operations.

Analyze trends in fund utilization and prepares periodic cost and performance reports to compare actual with forecasts.

Review and edit budget requests submitted by companies and staff to assure they conform to agency, OMB and Congressional requirements.

Ensure internal control of obligations/expenses. Verifies that obligations and expenditures occur on a timely basis in accordance with annual work plan, regulatory controls, and are within programmed amounts.

Review input data for correctness, compliance with regulatory guidance, and reasonableness.

Review and analyze travel expenses and interpret applicable Joint Travel Regulations to advise approving officials.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

To qualify, you must meet the education and/or experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.

Specialized experience would be demonstrated by receiving, distributing, and administering funds, such as annual funding programs, allotments, allowances, obligation authorities or reimbursable; budgeting a variety of programs such as training, travel, salaries, supplies, equipment, contractual services, utilities, etc; monitoring and tracking budgetary obligations and expenditures throughout the execution phase of the annual operating budget; reviewing input data for correctness or compliance with regulatory guidance.

OR

Education:

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Finance or Accounting.

OR Combination of

Education and Experience:

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

You will be required to provide proof of U.S. Citizenship.

This position requires a 3 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.

Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.

In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:
1) Foundational qualification requirements within 9 months,
2) Resident qualification requirements within 12 months,
3) 20hours of Continuous Professional Development (CPD) per work role code (which can overlap).

In accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1051, amending 10 United States Code, Section 1599d, the incumbent is required to obtain Financial Management Level II certification within 24 months of entrance into this position.
