The MAA is currently accepting applications for the position of DOT Procurement Officer II within the Office of Procurement and Materials Management at the Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall Airport).

• Developing and preparing contract specifications for Request for Proposals (RFP), Invitation for bids (IFB) and contract renewals
• Coordinating the development of Procurement of Architectural/Engineering (A/E) consultant services contracts in accordance with the FAA Architectural/Engineering Advisory Circulars, including coordination with MAA, FAA and the consultant firms.
• Assisting with the development of the Request for Price Proposals with MDOT MAA planning and engineering staff to define format and guidelines for preparation and submission of the selected firm’s price proposal, in accordance with price proposal guideline and auditing requirements.
• Developing contract negotiation strategies and may act as negotiator with the selected firm concerning cost-plus-fixed fee proposal, negotiating consistently with the Engineer’s Estimate and MDOT price proposal guidelines, including resolution of any cost variances identified in the contract pre-audit
• Developing consultant contracts and coordinating with MAA legal staff as well as oversee execution by consultant firm in an accurate and timely manner.
• Developing the Board of Public Works agenda item for MDOT submissions, coordinating approval/execution in accordance with the BPW guidelines.

This position is located at BWI Marshall Airport in Anne Arundel County, MD.

A bachelor’s degree from an accredited college or university.

Two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

1. Candidates may substitute professional contract management or procurement experience on a year-for-year basis for the required education.

2. Candidates may substitute certification as a Certified Purchasing Manager from the Institute for Supply Management/National Association of Purchasing Management;
Certified Professional Contracts Manager from the National Contract Management Association;
Certified Public Procurement Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Procurement Officials) for the required education.

3. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience.
