Position Summary:
The English as a Second Language (ESL) Instructional Specialist serves as the instructional leader for the ESL program. This Title II Adult Education and Family Literacy (AEFLS) grant funded position is responsible for curriculum development, instructor support, and professional development to ensure strong learner achievement. This position must work effectively with a wide range of constituencies in a diverse community and serve as a resource for all program staff.
This position is contingent on grant funding.
Essential Duties and Responsibilities:

The following are the functions essential to performing this job:
* Function as a master or lead teacher to ensure innovative best practices are implemented by instructors.
* Provide mentorship and technical assistance to adjunct ESL instructors to improve instruction and outcomes.
* Observe classroom instruction to identify positive and negative factors impacting grant outcomes, such as learner retention and success, in order to provide feedback to instructors and assess needs for professional development.
* Analyze program outcome data, instructor observations, and class evaluations to guide individualized professional development plans for adjuncts that ensure consistent program improvement, enhanced classroom instruction, and learner achievement.
* Develop and implement standards-based ESL curriculum in face to face, blended learning, and online formats, including contextualized ESL curriculum for Integrated Education and Training (IET) and Integrated English Literacy and Civics Education (IELCE) classes to align with local workforce in-demand industries.
* Connect instruction, assessment, and accountability within the context of WIOA Title II grant compliance and FCC priorities to guide data-driven programmatic decisions.
* Work collaboratively within the Adult Education & ESOL team, and specifically, with the ESL Intake and Assessment Specialist to support intake and address the special needs of enrolled learners.
* Assist with the development and execution of the program's AEFLS Grant Applications, Quarterly Reports, Data Quality Plan, and Professional Development Plan.
* Research, develop and oversee the implementation of the program's Digital Literacy Plan and integration of digital literacy core learning outcomes into ESL instruction.
* Participate in the recruitment and selection of adjunct faculty for the program's adjunct pool.
* Respond to the changing needs of the program, according to various initiatives of the College, workforce region, and Maryland Department of Labor.
* Attend Maryland Department of Labor Community of Practice meetings and other trainings that the state provides for WIOA Title II AEFLS grant funded programs.
* Maintain knowledge of the most current research and best practices in adult education to serve as a representative for the ESL learner population in the College community, participating in activities such as TLSS Professional Development Week, MAACCE, and others.
* Participate in select college initiatives.
* Perform other duties as assigned.
Required
Minimum Qualifications
1. Bachelor's Degree
2. Three (3) years of ESL teaching experience with adult learners
3. Two (2) years of experience training, mentoring, and delivering professional development
4. One (1) year of experience implementing blended or online instruction
Desired Qualifications
1. Master's Degree in TESOL
2. Bilingual
3. Experience using a variety of educational technology tools in instruction
4. Experience and/or training in curriculum design
Work Schedule
Includes day, evening, and Saturday hours to meet program needs.
