Main Purpose of Job

A Capital Maintenance Project Engineer II is the full performance level of work as a project engineer in the Maryland Military Department for capital sustainment, restoration, and modernization (SRM) projects. Capital SRM projects involve large‑scale sustainment, renovation, and modernization work, typically one year or less in duration, and may include armories, readiness centers, field maintenance shops, warehouses, housing, and public works structures and operations.

Employees in this classification may provide guidance and direction to engineering or architectural consultants but will not supervise other engineers.

Position Duties

Employees receive general supervision from the Agency Project Engineer/Architect Supervisor and technical guidance as needed from the Construction and Facilities Management Office federal partners. Employees may be required to work evenings and weekends to attend public meetings and hearings.

  • Plan, direct and coordinate large‑scale capital and operating maintenance projects.
  • Review designs, plans, specifications, contract documents and cost analyses of capital SRM projects.
  • Provide technical assistance and analysis of engineering design concepts and construction problems, interpretation of technical data, and cost issues of engineering services.
  • Attend project design review, pre‑bid, construction progress, and post‑construction meetings.
Minimum Qualifications

Experience:

Six years of experience, two years of experience as an Engineer in the building construction, renovation or maintenance fields and an additional four years of experience performing maintenance or construction engineering work in facility and maintenance system work.

Notes
  • Candidates may substitute the possession of a Bachelor's degree in engineering from an accredited college or university and two years of experience as an Engineer in the building construction, renovation or maintenance fields for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps classifications or Construction Engineering Technician, or Civil or Combat Engineering specialty codes in the Engineering field of work on a year‑for‑year basis for the required experience.

  • Experience with capital and operating maintenance projects and maintenance system services.
  • Experience reviewing designs, plans, specifications, contract documents and cost analyses.
  • Experience providing technical assistance and analysis of engineering design concepts and construction problems, interpretation of technical data, and cost issues of engineering services.
  • Experience with developing scopes of work, schedules, and construction cost estimates.
  • Experience with construction inspections, progress meetings, and construction administrative work.
  • Experience with standard design and construction methods and procedures.
  • Experience with Federal, State and Local building codes.
Licenses, Registrations and Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Special Requirements
  • Employees must be able to successfully complete a State and Federal background check.
  • Common Access Card (CAC) required. The ability to obtain and maintain this access to the facility and CAC card is a condition of employment for this position.
