ResponsibilitiesThe Team Leader will function as a Licensed Professional Engineer and perform the duties of Team Leader in the Traffic Engineering Design Division (TEDD). They will be responsible for the supervision, management, administration, and coordination of complex engineering designs for Traffic Control Devices (TCD) and Intelligent Transportation Systems (ITS) statewide.
- Supervise a team of licensed and non‑licensed engineers and consultants.
- Design, review and approve TCD and ITS plans for a variety of projects, including area‑wide, formally advertised, insert, developer, and shop‑force projects.
- Provide guidance and oversight of design and project management performed by team members.
- Develop and maintain budgets, processes, procedures, and standards for TCD and ITS design.
- Track and monitor monthly expenditures for design consultants and construction contracts.
- Manage one or more programs administered by TEDD, coordinating program activities, budgeting, scheduling, and design task oversight.
- Represent the State Highway Administration (SHA) at meetings, develop and update program guidelines, and respond to program‑related inquiries.
- Minimum one (1) year of experience managing engineering projects as a licensed professional engineer.
- Selective qualification: one (1) year of experience in the design and management of TCD and/or ITS projects.
- Possession of a Maryland Professional Engineer license in the appropriate option; evidence of license must be presented at the time of appointment.
- Proficient in the design and review of traffic control device plans and cost estimates across a wide range of projects, from minor to complex and innovative highway or geometric improvement projects.
- Proficient in developing and maintaining project scope, budget, and schedule.
- Expert knowledge of professional transportation engineering principles, federal and state traffic engineering regulations, policies, standards, and guidelines.
- Expert knowledge of standards and specifications for construction and materials used for traffic control devices.
- Excellent written and verbal communication and interpersonal skills.
Candidate must possess a valid motor vehicle operator’s license in the state of Maryland.
