Maryland Department of the Environment (MDE) invites qualified applicants to join our team as a Regulatory and Compliance Engineer I. This entry‑level position focuses on the analysis and evaluation of construction, operation, inspection, and permitting of oil storage and handling facilities, above‑ground storage tank (AST) systems, and related compliance under COMAR and NPDES regulations.

The Regulatory and Compliance Engineer I will learn to assess regulatory compliance with engineering standards, practices, principles, and methods. The incumbent is required to be certified by the Steel Tank Institute (STI) as both an AST Inspector and an AST system Inspector and will be responsible for processing and tracking compliance for approximately one fifth of the individual oil operations permits and AST system registrations in the State as required in COMAR 26.10, and NPDES permits as required in COMAR 26.08.
This position requires a working knowledge of the Administrative Procedures Act (APA) for reviewing and issuing individual NPDES permits for oil terminals, including participation in public informational meetings and public hearings.
Working Conditions- Exposure to uncomfortable or unpleasant surroundings.
- Inspections of oil storage and oil handling facilities and AST systems located in restricted access areas, often outside during inclement weather.
- Hazardous conditions that may result in injury.
- Facilities and vehicles inspected store, transfer, and transport oil including gasoline, diesel fuel and used oil.
- Special physical demands such as lifting 50 pounds or more.
- Climbing ladders and working at heights during inspections.
- Use of protective equipment such as hard‑hat, safety shoes, goggles, gloves, mask, etc.
Education: A Bachelor’s degree in engineering or architecture from an accredited college or university.
Experience: None.
- Candidates may substitute the possession of a Bachelor’s degree with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas.
- Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis.
Preferred Qualifications
- Knowledge and/or experience working with oil storage tanks or facilities.
- Knowledge and/or experience with formal enforcement or compliance activities.
- Inspector certification related to above‑ground storage tanks (STI or API), non‑destructive testing, or corrosion protection.
Employees assigned duties requiring motor vehicle operation must possess a valid motor vehicle operator’s license in the State of Maryland.
