Position: System Preservation Projects Program Manager (Transportation Engineer V)

State Highway Administration – System Preservation Projects Program Manager (Transportation Engineer V) (Grade 19)

Location:

Anne Arundel County, Maryland.

Nature of Work: The primary purpose of this position is to develop, track, and improve asset‑management practices and processes across the State Highway Administration (SHA). The role supports the Asset Preservation Delivery Division (APDD) in building the statewide prioritized needs list and delivering projects that maintain roadway safety assets.

Key responsibilities include:

  • Managing system preservation funds and ensuring consistent project development and delivery practices.
  • Overseeing engineering designers on roadway safety enhancement projects through preliminary design, and managing daily expenditures, allocations, and capital‑fund forecasting.
  • Tracking project development progress, schedules, permitting needs, and related activities across multiple teams and partners.
  • Coordinating with SHA Districts, engineering, planning, and business offices to support state‑of‑good‑repair needs.
  • Preparing reports, white papers, agreements, and other documentation of meetings and procedures.
  • Monitoring capital, operations, and maintenance needs, and identifying innovative solutions to support systemic asset preservation projects.
  • Providing data modeling and interpretation for decision‑making and prioritization.
  • Supervising AMO support staff, consultant teams, and providing technical and funding guidance to stakeholders.
Minimum Qualifications
  • Bachelor’s degree in engineering from an accredited college or university.
  • Five (5) years of professional engineering experience.
Selective Qualification

Three (3) years of experience in transportation engineering or project management involving planning, design, data analysis, or project development for infrastructure assets, including activities related to asset preservation, safety, or mobility improvements, or fund and budget monitoring. Experience may come from disciplines such as roadway, traffic, structures, water resources, geotechnical, environmental, or other related fields.

Preferred Qualifications
  • Knowledge of project development and delivery, including:
    • Tracking project development progress
    • Project management
    • Permitting needs and requirements
    • Engineering design for safety and mobility (e.g., AASHTO requirements, highway geometry, ADA, signage)
  • Knowledge of fund management, including:
    • Implementation and enforcement of budgets
    • Forecasting and projected spending
    • Cost‑benefit evaluation
  • Knowledge of transportation infrastructure asset management and system preservation programs, including:
    • Asset life‑cycle analysis
    • Planning, engineering, construction, operations and maintenance processes
    • Development of preventive maintenance strategies
    • Data interpretation, analysis, and modeling for prioritization and decision‑making
  • Ability to identify, understand, and apply cutting‑edge asset‑management concepts and best practices.
  • Ability to develop and present recommendations to management clearly and concisely.
  • Ability to work independently, take initiative, and exercise sound judgment aligned with SHA needs and goals.
  • Ability to collaborate effectively across diverse groups and coordinate communication across offices and teams.
  • Proficiency with Microsoft Excel and related data‑management or database tools such as the ArcGIS suite.
  • Ability to establish and maintain productive working relationships with peers, stakeholders, and customers.
Special Requirements
  • Attendance at evening meetings outside regular business hours may be necessary according to project schedules and requirements.
Additional Notes
  • Additional professional engineering experience or technical engineering at the journey level or above may be substituted on a year‑for‑year basis for the required education.
  • Master’s degree in engineering may be substituted for one year of the required experience.
  • Persons currently registered as Professional Engineers in Maryland or a comparable state meet the education requirement.
  • Possession of a valid motor‑vehicle operator’s license in Maryland.
