We are seeking an experienced and strategic financial leader to join the Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) team as our Deputy Chief Financial Officer.

This executive-level opportunity plays a critical role in shaping financial strategy, overseeing complex fiscal operations, supporting executive leadership, and driving innovation across a high-impact organization serving millions of Maryland residents.

The Deputy Chief Financial Officer is the assistant advisor to the MDOT MVA Administrator, Deputy Administrators and executive team on all finance matters, issues, and directions. The role supports the Chief Financial Officer, presents the annual budget to MDOT senior finance staff, and cooperates with the Administrator to the Secretary, Deputy Secretaries and TSO Finance team. The position attends legislative budget hearings, engages with executive staff in the design, implementation, and management of the strategic course for the MVA, and incorporates the Mission, Vision, Goals and Strategies of the Administration into the organization’s success.

Duties
  • Discuss budget and strategic information with MVA Administrator and executive management; provide monthly financial status reports; facilitate executive decision-making.
  • Assist in leadership of the Office of Financial Services, including Financial Management and Accounting and Financial Systems.
  • Supervise over 2,000 invoices monthly and manage >$20 million in refunds through the financial systems of the MVA.
  • Oversee management and development of financial systems and interfaces with the business system Customer Connect and related IT systems.
  • Facilitate consolidated weekly updates of financial information for managers.
  • Provide reports and analysis for various units, including summary and detailed expenditure.
Qualifications
  • Management or executive-level experience advising senior leadership on financial strategy, budgeting, and fiscal policy.
  • Strong knowledge of governmental accounting, state budgeting processes, fund structures, grants, and capital program funding.
  • Expertise in financial analysis, forecasting, modeling, and variance reporting for large and complex budgets.
  • Skills to oversee major financial operations, including Accounts Payable, Accounts Receivable, Cash Management, and enterprise financial systems.
  • Strong analytical skills with the ability to interpret complex fiscal data and provide clear recommendations to leadership.
  • Experience presenting and defending budgets to executive leadership, senior finance officials, and legislative committees.
  • Proven ability to lead diverse financial teams and manage multi-division operations.
  • Exceptional communication skills for conveying financial information to non-financial audiences.
  • Strategic thinking to align financial decisions with agency mission and long-range planning.
  • Ability to manage competing priorities and tight deadlines in a fast-paced environment.
  • Proficiency with enterprise financial systems (e.g., FMIS, BARS) and advanced budgeting tools.
  • High ethical standards, sound judgment, and commitment to transparency in financial management.
Preferred Qualifications
  • Education:

    Bachelor’s degree in Finance, Accounting, Business Administration, Public Administration, Economics, or related field.
  • Experience:

    Six (6) years in government, public sector, or business operations, including budgeting, financial management, accounting, or fiscal oversight; four (4) years of supervisory or management experience.
