Work Year Calendar and Hours
12‑month position (260 days per year), 7 hours per day.
Salary- Support Salary Scale Grade S15: $35.85 per hour, starting.
- Under the Fair Labor and Standards Act this position is non‑exempt from overtime. Actual salary placement will be in accordance with the salary procedures of the Frederick County Public School System.
The Junior Accountant is a paraprofessional position reporting directly to the Financial Reporting Manager. Responsibilities include advanced accounting duties such as monitoring and analyzing transactions, providing customer service to administrative staff, ensuring compliance, performing payroll duties, and other related responsibilities.
Essential Functions- Coordinate the preparation of specified reports.
- Prepare periodic and special reports.
- Ensure financial transactions comply with FCPS policies and regulations.
- Perform related financial and payroll transactions, analysis, and reporting functions.
- Prepare multiple monthly bank reconciliations and record electronic bank transactions.
- Monitor and account for merchant service account charges; investigate credit card disputes as needed.
- Analyze accounts and prepare monthly journal entries for account maintenance.
- Reconcile financial and payroll data to maintain accurate account balances.
- Research discrepancies to ensure accuracy and adherence to policies and accounting practices.
- Prepare and post frequent and periodic transactions and correct transactions into the financial and HCM system.
- Access and navigate multiple software platforms for reporting (People Soft Finance, People Soft HR, online banking services, School Cash, Comptroller of Maryland GAD Online Service Center, credit card portals).
- Perform data entry as assigned.
- Prepare periodic budget‑to‑actual detail for management review and decision‑making.
- Assist in year‑end close processes and record year‑end adjustments in line with GAAP.
- Assist auditors with documentation and information for audits.
- Assist in compiling the Annual Comprehensive Financial Report (ACFR).
- Manage confidential or sensitive information appropriately.
- Provide support to departmental personnel to ensure efficient processing of data.
- Assist in implementing and coordinating accounting systems, fiscal procedures, and related matters.
- Participate in meetings and trainings to gather information required to perform job functions.
- Assist in determining departmental needs and requirements to complete goals/objectives.
- Maintain regular and predictable attendance.
- Capable of performing essential functions with or without accommodations.
- Associate degree in Accounting or Business, or combination of experience and training. Two (2) years of accounting/cler's work may substitute for education; a BS degree may substitute for two years of experience.
- Five (5) years of full‑time accounting experience examining, analyzing, and interpreting accounting systems, records, and reports with a financial background.
- Proficiency in Microsoft Office, especially Excel.
- Proficiency in financial reconciliations and data analysis.
- Strong understanding of accounting transactions (debits/credits).
- Advanced oral and written communication skills.
- Excellent collaboration, facilitation, and relationship‑building abilities.
- Ability to handle confidential and highly sensitive information professionally.
- Strong technology expertise and skills in computerized accounting software.
- Management and organizational skills to prioritize and work under time constraints.
- Flexibility to work a schedule that may include evenings and weekends.
- Excellent organizational and time‑management skills.
- Diplomacy, poise, and positive attitude when interacting with the public and FCPS staff.
- Capability to travel as needed.
- Regular predictable attendance.
- Ability to prioritize, multi‑task, be proactive, and anticipate work demands.
