Position: Admin Officer III- Retirement File Maintenance Team ADMINISTRATIVE OFFICER III

Position Summary

The Maryland State Retirement and Pension System (MSRPS) administers benefits for over 430,000 members, including active employees, retirees and vested participants across 12 retirement systems, supporting the financial security of Maryland’s public servants. Located in Baltimore’s Central Business District, MSRPS offers a purpose‑driven workplace with modern amenities and a telework‑eligible program for eligible employees.

Main Purpose of the Job

Post, analyze, track and resolve data postings that impact retiree monthly benefit payments. Maintain the Retirement Master File, audit statistical reports, prepare data processing job request streams, process vendor and employer deduction files, manage retiree tax with holdings and contact information, submit RIMTs for manual payments and interpret the Annotated Code of Maryland and agency policies.

Responsibilities
  • Review and process automated health insurance and voluntary deduction files.
  • Coordinate receipt of deduction files with external organizations and internal systems to ensure timely processing.
  • Analyze MPAS validation reports, resolve errors and reconcile input and output files.
  • Review retention master updates daily, complete reconciliation within three hours, and distribute reports within one hour.
  • Investigate system‑generated reports for potential calculation errors, initiate corrective actions, and verify accuracy within 48 hours.
  • Prepare daily production job request streams and manage job dependencies and control cards.
  • Interpret and apply rules in the Annotated Code of Maryland for retirement eligibility, benefits and cost‑of‑living adjustments.
  • Validate tax withholding forms, draft correspondence for insufficient forms, and reconcile updates.
  • Update retiree contact information and ensure accuracy in the system.
  • Process weekly RIMTs for manual retiree benefit payments and ensure posting within the month of payment.
  • Perform special projects as assigned by supervisory staff.
Minimum Qualifications
  • High school diploma or equivalent.
  • Three years of administrative staff or professional work experience.
  • Substitution options: 30 college credit hours per year (up to two years), bachelor’s degree, or U.S. Armed Forces commissioned officer experience.
Preferred or Desired Qualifications
  • Intermediate proficiency with Microsoft Office (Word, Outlook, Excel).
  • One year of experience examining, analyzing and interpreting membership data.
  • One year of independent work managing deadlines and multiple priorities.
  • Experience performing monthly reconciliations of at least 1,000 transactions and $1,000,000 in value.

Employees who perform duties requiring operation of a motor vehicle must possess a valid motor vehicle operator’s license in Maryland.
