Position: ADMINISTRATIVE SPECIALIST III

Main Purpose of Job

This position is responsible for processing requests for copies of Maryland State Police Incident Reports in accordance with the Public Information Act, providing legally entitled parties with copies of reports maintained in the repository. Requests are received via mail, telephone, or walk‑ins. The role also performs UCR duties within the Incident Reporting Section and assists with forwarding reviewed UCR reports to the National UCR Program administered by the Federal Bureau of Investigation.

The officer reviews UCR (Summary and NIBRS) reports for reasonableness and errors, and coordinates necessary corrections with UCR contributors.

Position Duties
  • Evaluate Public Information Act requests for Maryland State Police Reports (e.g., Investigation, Missing Person, Vehicle, Driving Under the Influence)
  • Obtain, analyze, and interpret data to apply rules, regulations, and standards in accordance with laws (Public Information Act)
  • Search for the requested report in the MSP RMS, download, and apply sociological red actions (telephone numbers, addresses)
  • Determine if the report can be released, send 10‑day letter, and collect appropriate fees from requestor
  • Determine partial or complete releaseability, delete non‑releasable portions, or recommend denial according to SOP and applicable laws
  • Process all funds collected to ensure proper logging on the appropriate form, review checks for accuracy, and forward to Division Administrative Support staff for deposit
  • Perform other related duties as assigned
Minimum Qualifications
  • Education:

    Graduation from an accredited high school or possession of a high school equivalency certificate
  • Experience:

    Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work
  • Notes:
    Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience, or U.S. Armed Forces military service experience as described for the requisite experience
Desired or

Preferred Qualifications
  • Six months experience processing Public Information Act (PIA) requests
  • Experience with Microsoft Word, Excel, PowerPoint, and Google Workspace applications
Licenses, Registrations and Certifications

Employees may be assigned duties requiring operation of a motor vehicle and must possess a valid motor vehicle operator’s license issued in the State of Maryland.

Selection and Examination Process

Only candidates who meet the minimum qualifications will be considered. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED and remain eligible for consideration for at least one year. The examination will assess education, training, and experience related to the position requirements. A qualifications supplement may be required.
