Position: Manager, Global Trade (Remote)

Position Summary

Manager, Global Trade – responsible for managing EUCOM export/import licensing and compliance activities within Raytheon’s Land & Air Defense Systems (LADS) business. The role manages a high‑volume EUCOM Patriot authorization portfolio and serves as a key contributor to global trade compliance infrastructure.

Responsibilities
  • Develop export and import strategies for vetting international suppliers, PO issuance, and foreign manufacturing of defense and dual‑use articles.
  • Develop licensing plans and provide guidance for complex licensing strategies and program planning.
  • Provide consistent interpretation of ITAR and EAR to Business Unit employees.
  • Prepare, submit, track, obtain and manage all necessary U.S. government export and import licenses, permits and certifications (TAA, MLA, etc.).
  • Work closely with internal customers to develop export and import approvals that allow efficient export of technology, technical data, hardware and services.
  • Ensure scope reviews with applicable functions, stakeholders and foreign parties prior to submission.
  • Obtain signed agreements and documentation from foreign parties (e.g., DSP‑83s, ITAR NDAs).
  • Provide status updates to programs and stakeholders.
  • Review approvals to ensure execution and deliverables are considered.
  • Manage day‑to‑day execution of agreements and licenses, ensuring compliance for all activities.
  • Monitor authorizations for changes and take action upon change knowledge.
  • Assure regulatory compliance by reviewing and approving foreign travel, foreign visits and export/import transactions.
  • Maintain trade compliance records per regulatory requirements.
  • Contribute to learning and audit assessment programs to ensure effective internal controls.
  • Assist in identifying and reporting compliance concerns and implementing corrective actions.
  • Support management in investigating and resolving compliance matters, audits and investigations.
  • Apply international trade regulations to real‑life situations to enable international business support.
  • Develop and deliver training for employees engaged in international business activities.
  • Act as a knowledgeable resource for all export/import licensing personnel.
Qualifications
  • Minimum 8 years of relevant experience with a University Degree, or minimum 5 years with an advanced degree.
  • Experience and application of U.S. GT regulations: ITAR, EAR, Customs, ATF, etc.
  • Experience with DECCS, SNAP‑R, OCR EASE and/or SAP/GTS related systems.
  • Experience drafting, submitting, implementing, and managing agreements, licenses, third‑party transfers, complex export strategies.
  • Current or prior Empowered Official experience preferred.
  • Strong problem‑solving skills and ability to work under time‑sensitive circumstances independently or collaboratively.
  • Excellent communication skills for stand‑up training and customer relationship development.
  • Analytical skills with proven ability to interpret and implement GT regulations accurately.
  • Strong attention to detail and time management to resolve ambiguous situations while managing multiple high‑priority tasks.
  • Knowledge of security clearance requirements; U.S. citizenship and ability to obtain and maintain a U.S. government security clearance (DoD Secret) required.

Location and Security Clearance

Remote position within the United States; must reside in one of the 50 U.S. states. Requires an active DoD Secret clearance and ability to obtain/maintain security clearance.
