Position: Policy Analyst (CWC/BWC Task Lead)

Overview

Apogee has an exciting new opportunity for a Policy Analyst (CWC/BWC Task Lead) to support Headquarters United States Air Force (HAF/A10). In this role, you will provide comprehensive analytical, operational, and policy support for the Department of the Air Force (DAF) CWMD and Biodefense enterprises. This support is critical for developing and institutionalizing Doctrine, Organization, Training, Materiel, Leadership & Education, Personnel, Facilities, and Policy (DOTMLPF-P) solutions that enable mission success in a CBRN-contested environment.

You will assist in the analysis and provide draft inputs for official DAF policy, position statements, and responses to Higher Headquarters (HHQ) taskings on treaty-related issues. The HAF/A10 contract delivers technical, analytical, operational, programmatic, and planning subject-matter expertise to HAF/A10 and its component divisions to advance national security strategic plans, policies, concepts, and initiatives.

This is a full-time, on-site position located at Joint Base Anacostia Bolling in Washington, DC.

Responsibilities
  • Policy & Position Development. Assist in the analysis and provide draft inputs for official DAF policy, position statements, and responses to Higher Headquarters (HHQ) taskings on treaty-related issues.
  • Treaty Impact Analysis, produce analytical reports, impact assessments, and briefing materials on how proposed and existing treaties affect DAF capabilities and operations for government use.
  • Compliance & Implementation Oversight. Conduct assessments and generate reports to support DAF-wide implementation and assist in the verification of compliance with all applicable arms control agreements.
  • Analysis of In-Force Treaties and Agreements. Conduct continuous research and analysis of the policy and technical details of all current treaties and agreements affecting the DAF. Provide draft inputs and recommendations for implementation strategies, compliance guidance, and operational procedures for DAF personnel.
  • Analysis of Proposed Treaties and Agreements. Perform research and analysis on the policy and technical aspects of contemplated treaty provisions, negotiation documents, and implementation plans. Produce detailed assessments on the potential impact of proposed treaties on DAF policy and capabilities.
  • Interagency & International Forum Support. Develop studies, analyses, point papers, and briefings to support DAF positions in DoW, USG, and international deliberations. Provide analysis and recommendations for Treaty Compliance Review Groups (CRGs) and other consultative bodies.
  • Staff Action & Tasking Support. Prepare draft formal responses to HHQ taskings, provide analysis and draft inputs for official service positions on treaties under negotiation, delivered via Staff Summary Sheets (SSSs) or other staff instruments that outline findings and recommendations for government approval.
  • Develop CWMD Policy, Doctrine, and Strategy. Analyze and synthesize information to assist in codifying CWMD and Biodefense principles into DAF-wide operational strategy, plans, doctrine, and guidance documents.
  • Conduct Operational and Technical Analysis. Conduct operational analysis of the DAF CWMD, CBRN Defense, and Biodefense enterprises. Evaluate information from S&T and RDT&E to refine procedures and demonstrate capabilities.
  • Define and Integrate CWMD Requirements. Support the identification and codification of DAF CWMD requirements within the DAF process and other requirements documents.
  • Support CWMD Survivability and Modernization. Conduct reviews, assessments, and data collection to support the CBRN Survivability of mission‑critical systems and facilities. Provide analysis to support the integration of CWMD concepts into AF programs and budgets.
  • Support Interagency Engagement and Governance Forums. Prepare analytical materials to support DAF representation and advocacy in international, interagency, OSD, Joint Staff, MAJCOM, Service, and other forums involving CWMD.
