Grant Manager
This position is responsible for managing and administering grant funding received by The City of Frederick, including but not limited to the Community Development Block Grant (CDBG) program, HOME Investment Partnership Program, and other federal and state grants. The Grant Manager requires broad and specific knowledge of community and affordable housing development and will have frequent contact with government officials, community groups and the general public.
Occasional evening meetings will be required.
Essential duties and responsibilities include administering all aspects of the City of Frederick's CDBG Program, preparing reports for HUD, conducting environmental assessments, reviewing payment requests, providing technical assistance, preparing periodic reports, assisting community organizations, making presentations at public meetings, and performing various administrative, reporting, and compliance functions.
Qualifications include a bachelor's degree in urban planning, community development, public administration, real estate development, economics or related field preferred, with five (5) years of relevant work experience substituted in lieu of a bachelor's degree. Two (2) years of experience in HUD/CDBG administration is required. A vehicle operator's license with a satisfactory driving record that meets insurability standards of the City's insurance carrier is also required.
Skills include knowledge of state and federal regulations pertaining to community economic development grants, contract management, public administration, governmental organizations, state and federal accounting procedures, HUD and CDBG regulations, strong organizational and communication skills, ability to research, analyze data, write and present reports, interact with the public, prepare statistical and financial reports, work cooperatively, use Microsoft Office Suite, plan and implement programs, supervise staff, establish working relationships, resolve procedural problems, and work with minimum supervision.
