Exempt; full-time; 35 hours per week;
Monday - Friday; 8:00 a.m. – 4:00 p.m.; full-benefits
The Frederick County Infants and Toddlers Program delivers mandated Early Intervention services to children birth to five years of age with developmental delays or who are at risk of delays due to diagnosed medical conditions, and their families. Services are provided in natural environments, including home, childcare, and community settings. The professional duties of this position include conducting evaluations, family assessments, and providing therapeutic interventions;
supports parents with managing challenging behaviors; offers short-term individual and family therapy; collaborates with service providers and community partners; participates in the development of Individualized Family Service Plans (IFSPs) with other ITP service providers and parents. Supervision is received from a FCDC Supervisor.
For external hires, offers are made at the base wage rate, with limited exception.

Essential Duties andJob Responsibilities
- Obtain information from service provider(s); gather and organize appropriate materials to conduct observations/screenings/evaluations/assessments; share clinical opinion and establish intervention outcomes; conduct therapy sessions; monitor progress; document treatment sessions in compliance with MD State Practice Act
- Provide short term individual and/or family therapy
- Facilitate parent/caregiver educational and/or support groups
- Partner with other service providers to complete evaluations and assessments
- Develop Individual Family Service Plans with family and other service providers to develop functional outcomes
- Participate in mandated reviews, make modifications to behavior plans as needed, and complete documentation
- Act as service coordinator when necessary
- Participate in scheduled meetings with other program service providers and provide coaching support to address behavioral or mental health challenges with families
- Identify and provide resources that may benefit staff and families
- Assess and interpret clinical data using standardized tools to determine eligibility and develop Individualized Family Service Plans
- Provide trauma-informed therapy using evidence-based models such as Child-Parent Psychotherapy
- Deliver parent training and support using frameworks such as Positive Solutions for Families and the Pyramid Model
- Serve as a subject matter expert and provide individual and group training to staff
- Prepare documentation that meets legal standards for court review and complete mandated CPS reports in accordance with COMAR
- Coordinate with interpreters, outpatient providers, and school professionals to support transitions and continuity of care
- Adhere to HIPAA and FERPA regulations when handling sensitive child and family information
- Facilitate public awareness activities and provide peer support in discipline-specific meetings
