Exempt; full-time; 40 hours per week;
Monday – Friday; 7:30 a.m.–4:30 p.m.; partial telework may be available in accordance with Division policies; full benefits.

As Personnel Supervisor for Frederick County Fire and Rescue Services (FCDFRS), you'll provide the human resources backbone behind an organization whose mission is protecting the lives and property of Frederick County's more than 240,000 residents. FCDFRS is a unique combination system — over 600 career firefighters and EMS providers working alongside 25 independent volunteer fire and rescue corporations across more than 30 stations, responding to over 40,000 calls a year in Maryland's largest county.

In this role, you'll manage the recruitment, promotional processes, and staff development that keep this career-volunteer partnership staffed, trained, and mission-ready — including coordinating uniformed promotional processes, supporting classification and compensation for public safety personnel, and providing guidance to managers, supervisors, and employees that directly affect operational readiness. Supervision is received by the Fire Chief.

NOTE:

The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate, with limited exception.

TOTAL COMPENSATION PACKAGE:
  • 11 days of Vacation leave with increase after 2 years of employment
  • 15 days of Sick leave with unlimited annual carryover
  • 11 paid holidays, plus 2 additional floating holidays (10 and 11 month employees may not receive all holidays)

  • Oversee and coordinate full-cycle recruitment, selection, onboarding, and employee transition activities to support workforce needs and organizational objectives
  • Provide guidance and consultation to managers, supervisors, and employees regarding personnel policies, employment practices, workplace issues, and applicable laws and regulations
  • Coordinate performance management activities, including employee evaluations, performance improvement planning, and related supervisory support and training
  • Plan and coordinate the uniformed promotional process which includes promotional criteria development, test selection and/or development, testing administration and scoring, and promotional candidate notifications; provide feedback to candidates and establish timelines issuing appropriate General Orders
  • Support classification and compensation programs by maintaining position descriptions, assisting with job evaluations, and providing guidance on compensation-related matters
  • Develop, implement, review, and recommend updates to human resources policies, procedures, forms, and programs to promote operational effectiveness and compliance
  • Coordinate staff development, training, and professional growth initiatives to support employee engagement, retention, and organizational performance
