Our client — a leading government contractor supporting a sensitive Intelligence Community program — is seeking an experienced Technical Writer to join a mission-critical compliance and data governance initiative. The program provides services to sustain and modernize mission compliance processes and guidance, keeping rules, standards, people, operations, and technology synchronized over time. Specific program and contract details are held confidential.

The program's data governance effort implements, develops, and evolves an enterprise-level related framework encompassing the management of Logical Authority Categories (LAC), Mission Authority Frameworks (MAFs), Communities of Interest (COI), and AuthID Smart Data constructs. The Technical Writer will produce, maintain, and improve documentation that supports this complex, high-visibility environment.

Responsibilities include, but are not limited to:

  • Prepare, review, revise, and maintain technical documents including software and systems engineering, system operations, testing, and user documentation.
  • Write and edit technical documentation for all project hardware and software, including installation, configuration, and how-to guides.
  • Create code documentation for software; produce implementation guides and end-user guides for capabilities; provide field, data definition, and data flow documentation.
  • Format technical publications from pamphlets, technical drawings, and consultations with technical personnel and other available resources.
  • Assist in preparing and maintaining operations documentation, user guides, manuals, and technical publications across all project phases.
  • Gather technical information and translate it into clear written content appropriate for diverse audiences.
  • Utilize multiple word processing and presentation tools including MS Word, PowerPoint, Visio, and other applicable software.
  • Work collaboratively with developers and subject matter experts to produce quality documentation and training materials.
  • Prepare reports, responses, and briefings targeted to a wide range of audiences.
  • Coordinate layout and design of documents for clarity, readability, and compliance.
  • Research highly technical subject matter; organize information from multiple sources; express technical information in written form comprehensible to a broad audience.
  • Apply technical writing concepts based on engineering drawings, technical information from engineering documentation, consultations with engineers and SMEs, and other available sources.
  • Produce defense acquisition documentation, user manuals, training manuals, and other documentation used by the end-user community of DoD electronic equipment and systems.
  • Interpret engineering and maintenance drawings and operational procedures to understand and synthesize large quantities of computer-related information.
  • Produce technical documentation for Cryptologic programs or projects developing analytic tradecraft methodologies.
  • Apply technical manual standard NSA DS-89 to all work products.
  • Provide expert oversight of technical writing and editing across all phases of acquisition and technical documentation for the program, project, or contract.
  • Work independently to prepare and maintain highly complex systems, programming, and operations documentation, procedures, and methods.
  • Act as project leader for documentation efforts with complex or voluminous requirements; provide or coordinate special documentation services as required.
  • Review work products of others for compliance with Customer Data Standard (DS)-89.

MINIMUM REQUIREMENTS:

  • Eight (8) years of experience as a Technical Writer on programs and contracts of similar scope, type, and complexity.
  • Bachelor's degree in a technical discipline from an accredited college or university.
  • Demonstrated ability to understand basic and advanced concepts, including grammar concepts, and to write technical copy across a variety of document types.
  • Proven experience working on all phases of documentation development in a DoD or Intelligence Community environment.
  • Proficiency with MS Word, PowerPoint, Visio, and other standard documentation tools.
