Position OverviewThis full‑time contractual position oversees the full lifecycle of AI development from ideation to deployment, ensuring alignment with departmental goals, ethical standards, and state policy. The Lead conducts technical reviews, manages the Enterprise AI Strategy, and leads organizational change management for AI adoption.
Responsibilities- AI Strategy & Lifecycle Management
- Leads the development of AI tools and Generative AI solutions.
- Oversees the transition of AI projects from PoC to production, ensuring technical feasibility and alignment with the OTHS roadmap.
- Develops and executes the product vision, strategy, and approach for AI that aligns with OTHS, the Maryland Benefits platform, and state goals.
- Technical Leadership & Accuracy Governance
- Monitors and maintains the agency’s AI governance framework.
- Conducts regular technical audits of deployed models to ensure strict accuracy benchmarks and security protocols are met.
- Directs the AI IT team, ensuring strong customer service to internal and external customers.
- Oversees AI Initiatives, system training, and programs to improve IT systems, processes, and procedures.
- Directly supervises a team of Data Scientists and Developers, assigning workloads, evaluating performance, and providing mentorship on AI methodologies and Generative AI implementation.
- Education:
A Bachelor’s degree from an accredited college or university. - Experience:
Two years of experience leading and managing the full end‑to‑end lifecycle of Artificial Intelligence (AI) and Machine Learning Operations (MLOps) projects.
Preferred Qualifications
- One year of experience managing AI Strategy budget.
- One year of experience managing complex stakeholder interfaces across federal and state lines.
- One year of experience acting as the primary Subject Matter Expert (SME) to executive leadership (CIO, Chief Portfolio Officer).
- One year of experience with State Case Management Systems such as Child Support Management System (CSMS) and Child Juvenile and Adult Management System (CJAMS).
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours per week (or an average of 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. Employees are responsible for paying 25% of the premiums for medical and prescription coverage;
the State of Maryland subsidizes the remaining 75%. Additional coverage options include dental, accidental death, dismemberment, and life insurance, with full premium responsibility by the employee. Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
