COBOL Mainframe Application Developer

We are looking for a very experienced COBOL Mainframe Developer with Application Architecture knowledge to join our Application Managed Services team.

This role involves collaborating directly with a state agency to maintain and enhance its online Unemployment software and modernize its Disability Insurance software. You will analyze requirements, inter‑application dependencies, design solutions, and implement code while ensuring optimal performance and reliability.

As a COBOL Mainframe Application Developer, you will work directly with Department of Labor client personnel as a consultant to support development on their existing Unemployment and Disability Insurance software system. You will:

• Analyze architectural requirements and advise client on design
• Analyze interdependence between mainframe applications
• Analyze, design, develop, test and deploy code on a z/OS platform based on user specifications
• Translate user requirements into technical specifications and programming solutions
• Provide technical assistance in solving software problems
• Create and maintain comprehensive documentation for all development processes
• Assist in training and mentoring junior developers
• Ensure proper change management for all requested changes, fixes and enhancements to production applications
• Participate in a 24/7 on‑call support rotation
• Provide night and weekend production/QA support

• Application architecture skills
• IMS DB and DB2 – extensive programming experience required

• Bachelor’s degree in Computer Science, Information Technology, or related field (or equivalent work experience)
• At least 12 years COBOL programming experience in an IBM z/OS mainframe environment
• Expertise in Job Control Language (JCL)
• Experience with IMS DB, CA7, DB2/SQL, JCL, MQ, VSAM, CICS, TSO, FTP
• Production support experience, including break‑fix and permanent fixes
• Development lifecycle experience (Developing, System Test, UAT, Production)
• Familiarity with Agile and Waterfall methodologies

• Inter Test, Expediter, Service Now, Librarian source management, AWS Transform, Git Hub Copilot, public sector experience
• Extensive experience working with CA7 scheduler

The compensation range for the position in the U.S. is $115,080 to $218,520 based on a full‑time schedule. Geographic adjustments apply.
