Consultant – Technical Writer

Position Summary

We are seeking an experienced Technical Writer to support business consulting, project management, technology modernization, and organizational improvement initiatives for public sector clients. The Technical Writer will be responsible for creating, editing, organizing, and maintaining high-quality business and technical documentation throughout the project lifecycle. The ideal candidate will possess exceptional writing, editing, analytical, and communication skills with the ability to translate complex technical and business concepts into clear, concise, and user-friendly documentation.

This role will work closely with Project Managers, Business Analysts, IT Specialists, Senior Advisors, County stakeholders, and subject matter experts to develop documentation supporting business process improvements, technology implementations, strategic initiatives, workforce development, and organizational change.

Key Responsibilities

  • Develop, edit, and maintain technical, business, and operational documentation for consulting engagements.
  • Create project documentation including:
    • Project Charters
    • Project Management Plans
    • Business Requirements Documents (BRDs)
    • Functional Requirements Specifications (FRS)
    • Standard Operating Procedures (SOPs)
    • Policies and Procedures
    • Process Maps
    • User Guides
    • Training Manuals
    • Executive Reports
    • Implementation Plans
    • Lessons Learned Reports
    • Project Status Reports
  • Collaborate with Project Managers, Business Analysts, IT Specialists, and County stakeholders to gather documentation requirements.
  • Conduct interviews with subject matter experts to collect technical and business information.
  • Translate complex technical concepts into clear, concise documentation for both technical and non-technical audiences.
  • Develop process documentation and workflow diagrams using industry-standard tools.
  • Create and maintain document templates, style guides, and document control procedures.
  • Ensure consistency, accuracy, readability, and compliance with organizational documentation standards.
  • Review and edit technical reports, presentations, policies, and project deliverables for quality and completeness.
  • Develop training materials, quick reference guides, FAQs, and knowledge base articles.
  • Support User Acceptance Testing (UAT) by preparing test scripts, test cases, and user documentation.
  • Maintain document repositories and version control throughout project life cycles.
  • Assist with change management communications and stakeholder awareness materials.
  • Prepare executive presentations, dashboards, meeting summaries, and briefing documents.
  • Ensure documentation aligns with project objectives, organizational standards, and applicable regulatory requirements.
  • Coordinate document reviews, approvals, revisions, and publication activities.

Required Qualifications

  • Bachelor's Degree in English, Technical Communication, Journalism, Communications, Information Systems, Business Administration, Computer Science, or a related field.
  • Minimum 5 years of professional technical writing experience supporting business or IT projects.
  • Demonstrated experience preparing technical, business, and operational documentation.
  • Excellent written, verbal, editing, proofreading, and document organization skills.
  • Experience documenting business processes, workflows, system requirements, and operational procedures.
  • Ability to communicate effectively with technical teams, business users, and executive leadership.
  • Strong attention to detail and document quality.

Preferred Qualifications

  • Experience supporting public sector, state, county, municipal, or federal government projects.
  • Experience documenting ERP, Enterprise Asset Management (EAM), or enterprise software implementations.
  • Experience supporting Project Management Offices (PMOs).
  • Familiarity with Software Development Life Cycle (SDLC) documentation.
  • Experience developing policies, procedures, governance documentation, and training materials.
  • Knowledge of business process improvement and workflow documentation.
  • Experience supporting organizational change management initiatives.
