Position Summary
The Program Manager, Logistics & Production leads the strategic development and continuous evolution of non-credit programs in Logistics, Advanced Manufacturing, Biotechnology, and Commercial Driver Training (CDL). This role requires a proactive approach to cultivating and sustaining industry partnerships, tracking industry trends, emerging technologies, and workforce demands to ensure programs remain cutting-edge and aligned with regional and national economic priorities. The Program Manager serves as a key connector between the College and industry leaders to co-create solutions that address skill gaps and advance workforce readiness, while applying inclusive and culturally responsive practices that embrace diversity in a multicultural workplace.
Essential Duties and Responsibilities Oversee the development, delivery, and continuous improvement of non-credit programs in Logistics, Advanced Manufacturing, and CDL to ensure alignment with the College’s mission and vision. Maintain program relevance by proactively monitoring industry trends, emerging technologies, and workforce needs.Build and sustain robust partnerships with employers, trade associations, and community stakeholders to anticipate skill gaps and co-create solutions.Oversee program labs and technology resources to maintain state-of-the-art training environments.Recruit, mentor, and support adjunct faculty, fostering instructional excellence and adaptability to evolving industry standards.Manage program budgets and ensure compliance with all local, state, and federal requirements.Apply culturally responsive strategies that embrace diversity and promote equity in a multicultural learning environment.Advise students and collaborate with internal departments to connect learners with college resources, including learning support services. Monitor enrollment, persistence, and completion to drive positive outcomes.Ensure accurate scheduling, registration, grading, and reporting for all assigned programs.Prepare, analyze, and report on program enrollment trends, financial performance, and budget projections to inform strategic decisions. Conduct periodic program reviews and planning activities to ensure future readiness.Respond to student, faculty, and staff issues in accordance with College policies and procedures.Manage course pricing, monitor profitability, and communicate course changes effectively.Ensure compliance with college policies, COMAR, and external accreditation or certifying agencies. Prepare budget recommendations, submit justifications, and monitor expenditures.Collaborate with the Workforce Development Program Coordinator and the marketing and communications team to develop and execute strategic program marketing plans.Work collaboratively with campus units—including operations, IT, facilities, registration, and security—to plan for and deliver courses and programs effectively.Provide substitute coverage for classes when deemed appropriate.Represent the College on statewide advisory groups related to program areas.Attend conferences, meetings, and serve on or convene committees internal and external to the College to maintain visibility and influence.Perform other duties as assigned to support the College’s mission and strategic goals.Required
Minimum Qualifications - Bachelor’s Degree.
- Five (5) years of experience developing and managing instructional programming.
Desired Qualifications
- Bachelor’s Degree in Business Administration, Supply Chain Management, Biotechnology, Logistics, Industrial/Manufacturing Technology, Workforce Development, or Education.
- Demonstrated experience in building and maintaining industry partnerships.
- Familiarity with non-credit program development and adult learning principles.
- Experience with budget management and regulatory compliance.
- Subject matter expertise in one or more program content areas.
- Effective spoken/written English communication skills.
- Experience in developing programs in a broad array of disciplines.
