Job Summary
This is a highly visible professional position responsible for the operation, maintenance, and construction of major infrastructure and the oversight, supervision and leadership of key departments within DPW-Operations. This position will work in close coordination with the Director of Public Works and other Departments to safely execute the day‑to‑day operations and/or maintenance of the following program areas:
1) water distribution,
2) sewer collection,
3) street maintenance,
4) snow removal,
5) street lights,
6) traffic control devices,
7) street sweeping,
8) vehicle & equipment maintenance,
9) solid waste collection, 10) General Administration, 11) storm drainage, 12) stormwater management, 13) relevant CIP Projects. Additionally, this employee may from time to time as necessary provide coverage over the following program areas:
1) wastewater treatment,
2) water treatment,
3) water quality,
4) water and sewer facility maintenance. In addition, the employee could be assigned projects or duties by the Director. The employee in this position is considered essential personnel and is required to carry a cell phone and be available to respond to emergencies as needed. This is a 24 hour on call position.
- PLANNING AND POLICY DEVELOPMENT – Continually assesses the needs and processes of the Department’s operations including the Department’s Standard Operating Procedures. Tracks Department performance to identify problems and performs the necessary analysis and solution implementation to accommodate changing requirements. Develops and pursues Department goals as related to the City’s overall objectives and direction. Develops and manages DPW Operations budgets.
- TACTICAL SUPERVISION – Commands and controls of all operations requiring supervisory authority or intervention.
- ADMINISTRATIVE SUPERVISION – Leadership, goal setting, training, and motivation of operations personnel; management of routine functions and operations; review of reporting documentation; maintenance of records; appropriate investigation of internal matters; and appropriate administration of disciplinary matters.
- EVALUATION – Monitoring, documentation, analysis, and critique of subordinates’ job performance; provide direct feedback; and develop and implement plans for the improvement and professional development of subordinates.
- MANAGEMENT – Coordinating the efforts of operating groups within the Public Works Operations area to include: continual inspection, evaluation, and improvement of Departmental personnel, resources, equipment, and operations; efficient and effective allocation and utilization of personnel, equipment, and resources; project management; development, allocation, and tracking of budgets; and administration of training. Coordination of cooperative efforts between the Department and other internal and external agencies, and groups.
- COMMUNITY INVOLVEMENT – Development of positive relationships with members of the community, the media, and other organizations and agencies, both public and private; positive and proactive interaction with the residential and business communities to improve the quality of public works services provided and maintain an excellent Departmental image.
- OPERATIONS – Completion of all appropriate reports and communications through the chain of command, including those relevant to the department’s operating groups; attendance of meetings as required, and handling of other assignments as required. The incumbent is required on a regular basis to operate a vehicle observing legal and defensive driving practices.
- SUPERVISORY RESPONSIBILITIES – Manages subordinate supervisory and administrative staff. Is responsible for the overall direction, coordination, and evaluation of the Department’s supervisory and operational units. Carries out supervisory responsibilities in accordance with applicable laws and the organization's policies.
