Position Overview

Under the general supervision of the Recycling and Waste Prevention Manager, this non-merit vacancy in the Department of Public Works and Transportation, Bureau of Solid Waste Management, Division of Recycling markets the County’s recyclables, manages contracts for materials collected at the Residential Drop-off Centers (RDOCs), pursues grants for the expansion of recycling initiatives, keeps daily records of commodities, and assists with overall management of the County’s residential and commercial recycling program.

Responsibilities
  • Market the County’s recyclables in a manner that maximizes County revenues.
  • Request pricing for recyclable commodities.
  • Evaluate bids received from vendors.
  • Assist with issues related to trucking and pickups.
  • Identify potential new vendors.
  • Monitor payments by vendors to ensure that invoices are paid on a timely basis.
  • Prepare MRF tour programming, schedules, and conduct tours.
  • Monitor the recycling market and Materials Recovery Facility (MRF) operations to determine opportunities to accept and market additional commodities.
  • Assist MRF operations staff in considering efficiencies and upgrades in processes and equipment.
  • Manage all contracts for materials collected at the RDOCs, including bicycles, paint, construction materials, tires, electronics, textiles, batteries, lights, household hazardous waste, scrap metal, gasoline, and waste oil.
Other Duties
  • Promote the Bureau of Solid Waste Management’s recycling and waste prevention programs, policies, and procedures.
  • Make presentations at community group meetings and lead tours of County facilities, with emphasis on MRF tours.
  • Participate in public events, assist with writing and editing Bureau publications, and provide content for the Bureau’s website.
  • Assist with public education campaigns and special events.
  • Conduct research as needed.
  • Perform other related duties as required.

Qualifications and Experience

Graduation from an accredited college or university with a bachelor’s degree.

Four years of professional work experience managing recycling and/or waste prevention, managing contracts, and marketing recyclables, or assisting in the marketing of recyclables.

Additional experience in the areas listed above may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education in one of the fields listed above beyond a bachelor’s degree may be substituted on a year-for-year basis for the required experience.

Experience in supervision and budgeting is preferred.

Physical and Environmental Conditions

The work of this classification is essentially sedentary with some walking, standing, or other limited physical activity. Some duties entail the operation of office and other equipment requiring manipulative and coordinative skills. Some duties may require traveling between work sites.
