Job Summary

This position is located in the Department of Youth Rehabilitation Services (DRYS), Behavioral Health Services. The mission of DYRS is to provide court‑involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most home‑like environment consistent with public safety.

The primary purpose of this position is to manage the day‑to‑day operation of the programmatic aspects of either the New Beginnings Youth Development Center or the Youth Services Center and overall (Behavioral Health) supervisory control in the absence of the Deputy Director of Behavioral Health Services.

Major Duties and Responsibilities

The Supervisory Behavioral Health Program Manager independently or jointly with management officials determines Departmental goals and develops plans to identify and develop specific program requirements. Provides overall guidance, interpretation, and program oversight for management of all programs. Oversees, supervises, coordinates, assesses, monitors, reviews and evaluates department’s compliance with federal and local requirements, court orders, judicial mandates, and departmental guidelines. Supports the recruitment, management, training, and retention of a highly qualified and diverse clinical workforce, and carries out personnel management duties for both supervisory and nonsupervisory staff and contractors.

Provide clinical oversight of staff activities related to mental health aspects of treatment plans, provides advice and assistance to employees on clinical work and makes assignments according to staff capability; explains difficult or unusual work assignments. Establishes clear accountability, program measures, and performance targets for departmental components. Conducts internal monitoring, auditing, and identification of potential risks to DYRS. Monitors, gathers, analyzes and evaluates information concerning the effective, efficient and accurate administration of programs and services.

Develops and manages a program of continuous monitoring and evaluation for determining performance, identifying problems and improving services.

Qualifications and Education

Bachelors or graduate/higher level degree: major study in an academic field related to the medical field, health sciences appropriate to work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S Department of Education at the time the degree was obtained.

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Licenses

and Certifications

Must be a Licensed Clinical Psychologist (PhD or PsyD) in the District of Columbia.

Working Conditions / Environment

Work is performed in a DYRS secure confinement detention facility. Some degree of hazard may be present in working with high‑risk youth in custody and in the community with histories of aggressive conduct and disruptive behavioral problems. The work environment involves the normal risks and discomforts that require safety precautious typical of a juvenile detention setting.

Other Significant Facts

Tour of Duty: 9:00AM - 5:30 PM, Monday to Friday. Work is performed in a 24/7 secure facility; therefore, hours and days may vary depending on administrative duties and program needs.

Pay Plan, Series and Grade: MS-0601-14.

Promotion Potential: No Known Promotion Potential.

Collective Bargaining Unit (Nonunion): This position is not in a collective bargaining unit.

Duration of Appointment: MSS At-Will. Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
