Introduction

The Maryland Department of Labor is currently accepting applications for an Executive Director, Professional Design Boards position within the Division of Occupational and Professional Licensing. Main Purpose of Job

The Executive Director oversees the qualification, examination, licensing, and regulation of approximately 40,000 professional design licensees and the board of pilots. Licensing and regulation are accomplished in concert with the six boards comprised of industry and consumer members.

Position Duties
  • Supervise a staff of seven employees when fully staffed; manage all functional activities related to investigative capacity and an annual budget in excess of $807,000.
  • Oversee daily operations and related services of the boards; provide direction for timely processing of license applications, denials, and reinstatements to ensure compliance with legal requirements.
  • Refer questionable applications to the commissioner, legal counsel, and respective boards for guidance.
  • Prepare agendas, minutes, and related materials for each board meeting; conduct and coordinate all work assignments; inform the board of current issues and special interests.
  • Organize and conduct educational seminars for the boards as established by laws.
  • Coordinate action items arising from board meetings with agency staff, the Attorney General’s office and other Labor staff for timely completion.
  • Develop and disseminate updated board information to ensure effective communication with citizens, licensees, and professional organizations, including mailings and website postings of special notices, state and federal laws, regulations, code of ethics, public advocacy brochures, press releases, factsheets, newsletters, and application forms.
  • Supervise the processing of license applications, denials, and reinstatements in accordance with legal requirements and procedures set forth by the Annotated Code of Maryland and other relevant statutes.
Minimum Qualifications
  • Education:

    Bachelor’s degree.
  • Experience:

    At least two years of experience in one or more of the following areas: supervision of two or more employees; oversight and coordination of general operations; familiarity with special funds budgets and all personnel actions from recruitment to termination; interpretation and application of State Government laws, regulations, policies, and procedures; process improvement; and licensing, compliance, and regulation management.
Desired or

Preferred Qualifications
  • Experience with the Professional Design Boards.
  • Experience with licensing systems such as AS400.
  • Experience in Google Suite and Microsoft Suite, including Excel.
