Job Title
This position manages and supervises the Office of Project Management, overseeing the planning, development, and execution of Capital Improvement Program (CIP) and maintenance projects.
Essential Duties AndJob Responsibilities
- Supervise the work of professional and support staff members; administer related personnel functions
- Manage and supervise the Office of Project Management for the planning, distribution, and execution of Capital Improvement Program and Maintenance Systemic projects
- Develop new Capital Improvement Program (CIP) projects including scope, budget, and schedule for the annual fiscal planning cycle
- Provide ongoing support to DPW management, Budget Office, CIP committee, and County Executive's Office throughout project development and execution
- Monitor progress of project execution
- Provide project schedules and updates
- Prepare and deliver quarterly and monthly updates on project status, change orders, schedules, and staff workload to internal stakeholders
- Administer personnel functions, perform personnel recruitments, conduct performance evaluations, and resolve personnel issues
- Direct the review of construction plans for compliance with County policies, regulations and design criteria
- Train new staff on job duties and participate in professional development activities including industry seminars and certification updates
- Perform other related duties as required

- Bachelor's degree in business administration, civil engineering, construction management, or a related field
- Minimum of 7 years of work experience in public works operations, maintenance, or infrastructure management, which must Include at least 3 years of work experience supervising or managing staff
Substitutions for the above-listed required education and experience are a Master's Degree in business administration, civil engineering, construction management, or a related field with 5 years experience as described above which must include at least 3 years of work experience supervising or managing staff or an Associate's Degree in business administration, civil engineering, construction management, or a related field with 9 years experience as described above which must include at least 3 years of work experience supervising or managing staff
KNOWLEDGE/SKILLS/ABILITIES A successful incumbent operating in this role displays the following:
- Advanced knowledge of construction principles, planning, and development
- Advanced knowledge of local, state, and federal construction codes and regulations
- Knowledge of budgetary and fiscal matters in relation to capital improvement projects
- Skilled in supervision and management of other employees
- Skilled in managing multiple and varied construction programs
- Strong and effective spoken and written (English) communication skills, including public speaking skills and the ability to prepare and present clear, concise written and spoken reports and statistical information
- Ability to effectively plan and prepare accurate estimates, specifications and budgets
- Ability to effectively deal with construction claims, change orders and, if needed, arbitration
- Ability to develop and maintain effective working relationships with co-workers and the general public
PREFERENCE MAY BE GIVEN FOR:
- Licensed Professional Engineer or Professional Architect in the State of Maryland
- Project Management Professional (PMP) Certification
PHYSICAL REQUIREMENTS /
WORKING CONDITIONS:
- While working in this position, the employee is required to constantly sit; and frequently walk
- While working in this position, the employee is required to constantly work indoors
