Summary:

The Portfolio Manager provides analytical and coordination support to the Blast Injury Research Coordination Office (BIRCO) within the Defense Health Agency (DHA) and U.S. Army Medical Research and Development Command (USAMRDC). The position supports the Government in monitoring and assessing the Department of Defense (DoD) blast injury research portfolio to ensure awareness of ongoing research activities, alignment with strategic priorities, and effective communication of program status to senior leadership.

The Portfolio Manager contributes to enterprise-level research coordination by supporting portfolio tracking, research analysis, development of executive information products, and strategic planning activities. This role assists Government leadership in maintaining situational awareness of research investments, identifying capability gaps, and facilitating coordination across DoD components, federal agencies, academia, and industry partners involved in blast injury research.

Responsibilities

Essential Job Functions:

  • Provide analytical support to the Government for monitoring and assessing the DoD blast injury research portfolio, including tracking research initiatives, performers, funding sources, and program objectives.
  • Maintain situational awareness of ongoing research activities across the DoD research enterprise, including originating research institutions, study objectives, performance timelines, and alignment with broader DoD blast injury research goals.
  • Collect, analyze, and synthesize programmatic data related to research investments, project status, and research outcomes to support portfolio awareness and leadership decision-making.
  • Support the preparation of executive-level information products including briefings, white papers, quad charts, reports, and strategic communication materials.
  • Assist the Government with tasking coordination by collecting and consolidating research information, drafting responses, and supporting timely delivery of information to senior leaders and stakeholders.
  • Support development of strategic research planning products such as roadmaps, research strategy documents, and capability gap assessments related to blast injury research.
  • Maintain and update research tracking databases, portfolio dashboards, and knowledge management systems that support BIRCO’s mission to monitor DoD blast injury research activities.
  • Support planning and execution of BIRCO meetings, workshops, Integrated Product Teams (IPTs), and research coordination activities by preparing materials, tracking action items, and documenting outcomes.
  • Coordinate with DoD organizations, federal research agencies, academic institutions, and industry partners to collect relevant research information and support collaborative research initiatives.
  • Conduct portfolio-level analyses, technology landscape reviews, and capability gap assessments to assist Government leadership in identifying emerging research priorities and opportunities.
Qualifications

Necessary Skills and Knowledge:

  • Strong analytical and critical thinking skills with the ability to synthesize complex research and programmatic information.
  • Demonstrated ability to develop executive-level briefings, strategic reports, and written communication products.
  • Knowledge of biomedical or defense-related research programs and research management environments.
  • Experience supporting multi-organizational coordination across government, academic, and industry stakeholders.
  • Ability to manage multiple information streams, research tracking systems, and data sources in a complex research portfolio environment.
