Skilled Trades Specialist IV Main Purpose of Job
The Maryland Department of Juvenile Services (DJS) is dedicated to transforming young lives. The Skilled Trades Specialist IV is responsible for the daily‑uninterrupted operation of the Alfred
D. Noyes Children’s Center by performing maintenance and repair duties across HVAC, lighting, plumbing, electrical, and grounds maintenance. The Specialist will also handle new construction, installations, alterations, renovations, painting, and snow removal to maintain the facility.

Second shift, 10:30 a.m. – 7:00 p.m.
Position Duties- Perform maintenance and repairs for all building systems to maintain the facility.
- Install, repair and maintain plumbing systems.
- Maintain and repair electrical equipment and fixtures.
- Repair roadways and walkways.
- Apply plaster to walls and ceilings, repair damaged surfaces and perform concrete work on various structures.
- Prepare interior and exterior surfaces for painting.
- Operate central air conditioning plants and equipment, conduct safety inspections of boilers, and provide oversight for furnace and boiler maintenance.
- Provide year‑round outside grounds maintenance to keep the property safe and manicured.
- Assist with relocation of furniture and equipment to create proper environments in buildings.
- Carry out building repairs under direction of the Maintenance Supervisor IV, interpreting specific instructions for minor repairs.
- Execute the preventive maintenance plan for facility plant operation as instructed.
- Complete all responsibilities assigned by the Maintenance Supervisor IV, utilizing appropriate maintenance tools.
- Perform emergency repairs.
- Support logistics control functions.
- Operate state‑owned vehicles and ground equipment in compliance with DJS policies.
- Maintain daily records to ensure compliance with DJS and ACA standards.
- Respond to facility repairs and weather‑related operations as instructed.
- High‑school graduation or high‑school equivalency certificate.
- Five years of skilled trade experience in plumbing, carpentry, electrical, HVAC, locksmith, masonry, painting, or welding.
- Ability to substitute additional years of experience for the required education on a year‑for‑year basis.
- Military experience of a U.S. Armed Forces rank of Corporal/Petty Officer or higher, or non‑commissioned officer in utilities classification, can be substituted for required experience on a year‑for‑year basis.
- Experience in grounds maintenance.
- Experience overseeing complex repair or renovation projects, ensuring compliance with safety codes, state regulations, budget, and schedule.
- Experience staying current with building codes, OSHA standards, and trade regulations.
- Experience mentoring or supervising lower‑level technicians.
- Motor vehicle operator’s license valid in Maryland.
- Registered Master Electrician or equivalent license for electrical work in facilities requiring licensed electricians.
- Maryland Journeyman/Gas Fitter License for plumbing work.
